- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS ANNOUNCEMENT IS NOT A REQUEST FOR QUOTES/PROPOSALS NOR IS IT AN INVITATION TO BID. The National Geospatial-Intelligence Agency (NGA)-Springfield, VA intends to issue a Fixed Price sole source contract to procure a training course titled, "Intelligence Resource Management". The course shall be 3 days in duration, during August 2013, and shall provide materials and instruction for 30 NGA attendees. The course shall be held at the NGA's facilities and the instructors shall hold TS/SCI security clearances. This procurement is IAW 10 U.S.C. 2304c(1), as implemented by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This award will be made to the Intelligence & Security Academy of Reston, VA for the following services: Intelligence Budgeting & Resource Management [Course] Course thoroughly examines the financial management of intelligence resources in the federal government. This course provides students with an in-depth understanding of the intelligence budget components, the creation of the budget in the Executive branch, consideration of the budget in Congress, and the actual expenditure of funds. Covered in detail are the National Intelligence Program (NIP) and its component programs and the Military Intelligence Program (MIP); the resource management systems used to formulate budgets for these programs; the roles of the Office of the DNI and the Under Secretary of Defense/Intelligence in formulating and coordinating the NIP and MIP; the role of the President's Office of Management and Budget; the congressional budget process, with special emphasis on the authorization of intelligence activities, and highlights of budget execution. This is a highly interactive course with many in-class exercises. For a detailed description of this requirement a copy of the Statement of Work is attached.
