- APPENDIX A NOAA SHIP NANCY FOSTER SPECIFICATIONS NOAA SHIP RONALD BROWN SPECIFICATIONS WAGE DETERMINATION - CHARLESTON, SC STATEMENT OF WORK C - ACCOMPLISH A SHIP STRUCTURE AND MACHINERY EVALUATION (SS & ME) FOR NOAA SHIP'S RONALD BROWN AND NANCY FOSTER NOTICE DATE: AUGUST 8, 2013 Notice Type: Pre-solicitation NAICS: 541330 - ENGINEERING SERVICES Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to accomplish ship structure and machinery evaluations for NOAA ship's Ronald H. Brown and Nancy Foster. Provide all labor, material and equipment in accordance with the attached Statement of Work, "NOAA Ship Structure & Machinery Evaluation". This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 541330, which has a corresponding size standard of 14 million in annual receipts. The total period of performance for all work specified in the Statement of Work is October 1, 2013 through January 25, 2014. Solicitation number EA-133M-13-RQ-0707 will be issued August 8, 2013 and will close August 20, 2013. The Government anticipates awarding a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors specified in the solicitation. Basis for Award The basis for award of a contract as a result of this Request for Quote (RFQ) will be an integrated assessment by the Government of the results of the evaluation based on the evaluation factors listed below. Technical experience and past performance, both are more important than price. Minimum Qualifications: PAST PERFORMANCE: Vendor shall have a minimum of three years successful experience in similar design services and shall provide verifiable documentation to support their experience. Vendor shall provide three references with which they have provided similar services within the past three years. Vendors who are not able to provide such references shall provide three relevant references of prior performance on other contracts and articulate the relevancy of the referenced performance to the type of work required in this solicitation (similar size, content, and complexity) or affirmatively state that is possesses no relevant past performance. For each reference, provide the following information: (1) A brief but detailed description of the services provided (2) Contract number (3) Name and address of the Government agency or commercial entity (4) Point of contact with current phone number and Email address (5) Date of contract award (6) Period services were provided (7) Initial and current contract value Vendors are encouraged to provide information on problems or challenges encountered or how they were overcome or resolved as well as accomplishments. The Government reserves the right to obtain information from other sources in addition to those included with this quote. CAR CLAUSE 1352.213-70 - EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Technical experience. The offerors shall provide relevant references of prior work on similar contracts and articulate the relevancy of the referenced work to the type of work required in this solicitation. (2) Past Performance. The offerors past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. (3) Price. (End of clause) All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about August 30, 2013.
