Description

The Naval Surface Warfare Center, Carderock Division, (NSWCCD) has a requirement for the procurement of a Fiberglass Cyclic Non-Corrosion Test Equipment to include Salt Fog Chambers. The proposed contract action is being solicited on a sole-source basis to Auto Technology Company of Strongsville, OH. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii) under the Simplified Acquisition Procedures. The reasons for restricting competition are as follows: NSWCCD personnel have previously performed data collection of test procedures on Auto Technology's corrosion testing equipment. This testing is in support of the Navy's Corrosion Prevention and Control (CPAC) program. All test sites in the NSWCCD that utilize the CPAC use this test chamber. Future tests will ensure continuity and reproducibility of data results. The NAICS code is 334513 and the size standard is 500 employees. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received by 24 August 2013 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
