Description

The Naval Surface Warfare Center, Carderock Division, (NSWCCD) has a requirement for the procurement of an online subscription service from the Institute of Electrical and Electronics Engineers (IEEE). The proposed contract action is being solicited on a sole-source basis to IEEE of Piscataway, NJ. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii) under the Simplified Acquisition Procedures. The reasons for restricting competition are as follows: IEEE Enterprise subscriptions feature access to nearly one third of the world's current literature in electrical engineering, electronics, and computer science. Service includes over two million total documents with backfiles in addition to access to the IEEE Xplore Digital Library. The NAICS code is 813920 and the size standard is $14.0 million. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received by 24 August 2013 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
