Description
Solicitation and Contract Clauses COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation request for quotation (RFQ) for commercially developed items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This RFQ constitutes the only solicitation. The NAICS code for this requirement is 333314; Small Business Size Standard 500 employees. This solicitation is unrestricted. The Government requests a Firm-Fixed-Price (FFP) quotation which will be evaluated Lowest Cost Technically Acceptable (LPTA) as a modification of a commercial item; the modification as a type customarily available in the commercial marketplace, or as a minor modification that does not significantly alter the nongovernmental functions, essential physical characteristics or the purpose of the process. The Government intends to award one (1) contract with two (2) contract line items: CLIN 0001: Fabrication of a single mode very large mode area erbium or erbium/ytterbium doped photonic crystal fiber in silica glass. The diameter of the core should be greater than 50 microns. The pump cladding should be optimized for pumping at 976 and 1480 nm. Delivery NLT 30 September 2014 CLIN 0002: Final Report. Delivery NLT 30 December 2014 FOB: Destination INSPECTION AND ACCEPTANCE: Destination in accordance with FAR 13.106-1(a)(2). Commercial offerors must be U.S. owned businesses, ITAR approved, and listed in the Certified Contractors Access List (CCAL). FAR 9.103 Policy (a) Purchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only. (b) No purchase or award shall be made unless the contracting officer makes an affirmative determination of responsibility. In the absence of information clearly indicating that the prospective contractor is responsible, the contracting officer shall make a determination of nonresponsibility. If the prospective contractor is a small business concern, the contracting officer shall comply with Subpart 19.6, Certificates of Competency and Determinations of Responsibility. (If Section 8(a) of the Small Business Act (15 U.S.C. 637) applies, see Subpart 19.8.) All payments are to be paid via the Internet through the Wide Area Work Flow (WAWF) system.
