Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W91248-13-T-0026 is issued as a Request for Quotation (RFQ). This requirement will be procured on an unrestricted basis. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-67 dated 22 Jul 2013. The NAICS Code is 335999 (All other miscellaneous Electrical Equipment and Component Manufacturing) and the small business size standard is 500 employees. The requirement is for one Uninterruptible Power Supply, Emergency Communication Center as follows: 1 Liebert 30Kva/ 30 Kw APM Three Phese UPS model # NRB41CCSAHA Brand Name or Equal, including installation, 3 year warranty, and two Option Years for Preventive Maintenance, see attached PWS. Descriptive literature is required for quote mark equal quote mark products, IAW FAR 52.211-6, Brand Name or Equal (Aug 1999). Offerors providing other than the Brand Name listed must comply with the above provision by providing sufficient descriptive literature for evaluation purposes. Descriptive literature can include illustrations, drawings, cut sheets, etc. The Contracting Officer will evaluate quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Offerors that fail to provide descriptive literature as applicable by the established closing date will not be considered. The provision at 52.212-1 Instructions to Offerors-Commercial Items (Feb 2012) is applicable and is tailored as follows: Paragraphs (d), (e), and (h) are deleted. The FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and is addended to incorporate the following clause: 52.252-2 Clauses Incorporated by Reference (Fill-in information - http://farsite.hill.af.mil). IAW FAR provision 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Evaluation factors are Technical (Sufficient descriptive literature for equal items that meet the salient characteristics listed in the Offer Schedule) and Price. Award will be made to the LPTA offer. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Destination, 252.203-7002 Requirement to Inform Employees of Whistleblower Rights; 252.204-7003 Control of Government Personnel Work Product; 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. The clause at 252.232-7010, Levies on Contract Payments, The Clause at 252.243-7001, Pricing of Contract Modifications. The provision 52.252-1 Solicitation Provisions Incorporated by Reference is applicable. (Fill-in information - http://farsite.hill.af.mil. The Government intends to make award to the Lowest Priced Technically Acceptable (LPTA) offer. The Government intends to a single award as a result of this solicitation. Offers will be evaluated on the basis Lowest Priced Technically Acceptable (LPTA). Successful offerors must be registered in SAM (System for Award Management). SAM website is https://www.sam.gov/portal/public/SAM. Offerors are instructed to submit completed copies of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items and DFARS Provision 252.212-7000 Offeror Representations and Certifications-Commercial Items.
