- A full and open competition is not available for this procurement. If your firm does not agree with the single source determination, please provide evidence of your firm ™s capabilities and experience in providing the below service, the FAA will evaluate this accordingly. All responses to this announcement must be directed to Nicole Saiauskie, no later than 5pm EST on August 16, 2013. Purpose of the Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, to inform industry of the basis of the FAA ™s decision to contract with a selected source via eFAST. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) proposes to award single source contract to Diakon Solutions. The procurement will be for three needs: support of the current Full-Scale Aircraft Structural Test and Evaluation Research (FASTER) laboratory; support for the expansion of the FASTER laboratory; and numerical analysis support. FASTER is a unique laboratory, requiring extensive knowledge and experience that can only be gained from practice and contract performance. Diakon Solutions have the unique knowledge and experience and are the only known source that meets our stringent requirement. The current support staff has signed letters of intent to be exclusively on the Diakon proposal. Therefore, Diakon is uniquely qualified to meet this critical, ongoing need. There are plans to grow the FASTER laboratory, adding approximately 10,000 ft2 and expanding the current research area, an effort which mirrors Diakon ™s current capabilities. Such support includes: analysis of the functional requirements of the expanded library to perform a detailed laboratory design/layout; investigating possible building types that would accommodate such specialized equipment; and performing market research into complex laboratory equipment to meet the research requirements. To this point, that support has been provided by Diakon via another contract. That contract is expiring and that support will be provided under this new effort. Diakon was originally used because its personnel possess unique experience in this area. Therefore, Diakon is also uniquely qualified to meet this ongoing need and expanded need. Finally, there are least two research areas being initiated by the Structures and Materials Section which will require rather sophisticated support in the area of numerical analysis. These areas will require narrowly focused, specialty techniques: fatigue and crack growth and the response of aircraft structures to explosive blast loads. Experience and expertise in both of these are limited and are difficult to find. Analysis of structures under blast in particular is a niche field with only a handful of experts nationwide. Therefore, Diakon also is uniquely qualified to meet this critical need. All responses to this announcement must be directed to Nicole.Saiauskie@faa.gov no later than 5pm EST on August 16, 2013.
