- INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the construction of a Biomass Fuel Access Road to the existing Boiler and Cogeneration Plants at the Battle Creek VA Medical Center in Battle Creek, MI. PROJECT DESCRIPTION: In an effort to improve access to a newly constructed Combined Heating and Power facility, the Department of Veterans Affairs has commissioned the design and construction of a new road at the VA Medical Center in Battle Creek, MI. The road will provide durable access for freight trucks carrying biomass fuel for the new facility. The project shall consist of fully demolishing a poorly-aligned existing access road that is in bad condition. Portions of two existing parking lots will also be demolished to prepare for new heavy duty pavement installation. Approximately 1,350 ft of new two-lane road is proposed, connecting to the public Right of Way at Dickman road and traveling north to the new facility. The project includes new roadway lighting for the new two-lane road. The VA anticipates 8,000 trucks to enter and exit via the access road each year. The contractor is responsible for furnishing all labor, materials (other than Government furnished) equipment, tools, transportation, and supplies necessary to complete the work. ADMINISTRATIVE: The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small Business set aside. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. The applicable NAICS code is 237130 with a size standard of $33.5 million. The solicitation will be issued on or about August 23, 2013. The period of performance is approximately 150 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $250,000.00 and $500,000.00.
