- Amendment 3 The purpose of this amendment is to address questions and answers. Q: The design consists of multiple vessels which are to be engineered, fabricated and tested per the ASME Section VIII Division 1 B&PC (para 3.3). We understand these are Not Code Stamped vessels (para 3.3). Have these vessels been looked at by NIST for code compliance prior to submittal of the 3-D Model with the solicitation? A: A preliminary review of the vessels has been made for code compliance. However, it is still the responsibility of the contractor to provide a code compliant design. Q: Para 3.2 indicates the neutronic performance of the cryostats has been optimized by NCNR and is not the responsibility of the contractor. The tight tolerances and geometry cause us to question the impact fabrication techniques and code compliance will have on the final geometry. To what extent does NIST expect the contractor to address code compliance - ie., engineering, fabrication, testing, etc? A: All three - whatever is necessary to build a code compliant cryostat. Q: Para 5.8.1 indicates "Spun" metal components are not acceptable. Are there any other material manufacturing processes or fabrication processes that NIST would not allow? A: Processes that would produce a design that does not meet the specification or have the potential of producing a design that is not reliable would not be allowed. For example, a process that produces a part that is inherently porous would not be acceptable. Q: Has NIST considered a Time and Materials contract or other Cost type contract for this effort? A: NIST has considered all contract types and has chosen a Firm Fixed Price contract for this effort.
