Justification and Approval (J&A) INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the of the Center for Human Immunology (CHI), (NHLBI), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to Bio-Rad Laboratories Life Science Group, 2000 Alfred Nobel Drive, Hercules, CA 94547 to procure Luminex Kits for the adjuvant study. Procurement: 1. Catalog # MF0005KMII; Bio-Plex Pro Human Cytokine 21-plex Assay, 1x96. Includes coupled magnetic beads, detection antibodies, standards, assay buffer, wash buffer, detection antibody diluents, streptavidin-PE, filter plate, sealing tape, standard diluents, sample diluents for the detection, Quantity 25 each 2. Catalog # 171A7001M; BP Pro HU DIAB 10-Plex, 1x96, Includes antibody diluents streptavidin-PE, filter plate, sealing tape, standard diluents, sample diluents for the detection of IL-1a, IL-2Ra, IL-3, IL-12(p40), IL-16, IL-18, CTACK, GRO-a, HGF, IFN-a2, LIF, MCP -3, M-CSF, MIF, MIG, b-NGF, SCF, SCGF-b, SDF-1a, TNF-b, TRAIL agnetics beads, detection antibodies, sample diluents buffer, Quantity 25 each 3. Contractor shall provide a letter from the manufacturer stating the company is an authorized reseller 4. Bio-Rad agrees to repackage the kit into bulk reagents, to be in agreement with new recycling policy, and avoid waste of paper Background: The mission of the Center for Human Immunology (CHI) focus is human immunology, normal but also pathologic, with an emphasis on shared pathophysiologic mechanisms that underlie disease. This includes recognized immunologically - mediated diseases, organ specific autoimmunity, and the role of inflammation in a wide variety of common diseases, including cancer, atherosclerosis, and neurologic degeneration. To this end, CHI studies peripheral mononuclear cells in blood by flow cytometry, and microarray but also signaling processes involved in the activation of lymphocytes and mast cells, by measuring cytokines/chemokines in serum. The goal is to characterize mechanisms by which drugs and other agents such as vaccines result in changes in the immune system. For the last 5 years, the work of the Center of Human Immunology has been heavily depending on detection of cytokines present on the plasma. Bioinformatics have identified the need for proper QC, and this requires that the LOTS of reagents are consistent through an entire study, to avoid batch effect. Purpose and Objective: As CHI is increasing the numbers of samples, the Government needs to procure new reagents with lots numbers matched for all reagents in the same kit, that are also matching the analytes previously ran at CHI to build the cytokines in healthy serum/plasma database. Anticipated Delivery: Estimated delivery time is 30 days from receipt of award to the Government designated facility. Justification: Refer to attached Justification and Approval Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 325199, All Other Basic Organic Chemical Manufacturing Services and the Small Business Size Standard is 1000 employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (August 1st 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
