- The Transportation Security Administration (TSA) will solicit quotations from Hubzone Small Businesses to perform janitorial services for the TSA at the San Antonio International Airport. A Hubzone small business is a small business that (1) is owned and controlled at least 51% by U.S. citizens or a Community Development Corporation, an agricultural cooperative, or an Indian tribe; (2) has its principal office located in a designated Hubzone; and (3) at least 35% of its employees reside in a HUBzone. The contractor will provide janitorial maintenance services, seven (7) days a week for approximately 11,126 square feet of TSA-occupied space made up of checkpoint space and office space. Contractor employees will be required to meet all TSA and airport security screening requirements, which include a criminal history, background, and fingerprint checks. Pursuant to FAR 19.501, this acquisition is a Hubzone set-aside and will be conducted in accordance with FAR Part 12 and Part 13, including FAR 13.5. The North American Industry Classification System (NAICS) code for this acquisition is 561720 and the small business size standard for this NAICS code is $16.5 million dollars in annual receipts. All responsible sources considered a Hubzone Small Business under this NAICS code are eligible to respond to this solicitation. The Transportation Security Administration intends to award a firm fixed price Purchase Order with one (1) base year and four (4) one year option periods as well as a possible extension of performance not to exceed six months on a competitive basis to one responsive and responsible Offeror. The Offerors shall be considered responsible as defined within the meaning of FAR 9.104-1. It is anticipated that the RFQ will be issued on or after July 23, 2013 via modification and uploaded to this Pre-Solicitation Notice. The anticipated award date is on or before September 16, 2013. Potential Offerors are hereby notified that future information about this acquisition, including the solicitation and subsequent amendments, will only be available on the Federal Business Opportunities website www.fbo.gov. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. A MANDATORY site visit will be held on Tuesday, August 6, 2013 at 10:30 a.m. Local Time at the San Antonio International Airport (GSO) in front of the newspaper stand/kiosk closest to Terminal A. Coordination shall take place between the Quoter and the TSA staff at SAT; please contact Terry Aquiles at Terry.Aquiles@tsa.dhs.gov or (210) 507-3153 to confirm the site visit day and time, no later than Noon on Monday, August 5, 2013. Offeror participation in the site visit will be verified with Mr. Aquiles by the Contract Specialist. Quotations submitted by Quoters who do not attend the site visit shall be rendered as non-compliant and shall therefore be ineligible for award. No technical or contractual questions will be answered nor will any additional instruction outside the Performance Work Statement be provided at the site visit. All questions must be submitted in writing via email only to Paul.Bean@tsa.dhs.gov, TSA HQ Office of Acquisition, no later than August 9, 2013 at 12:00 pm Local Time (Washington DC). This notice is not considered to be a commitment by the Government nor will the Government pay for information solicited. Request for the solicitation will not be accepted.
