Description
This notice is made in accordance with Federal Acquisition Regulation (FAR) Part 5.203 and will account for the 15-day pre-solicitation issuance requirement. The anticipated release date for the solicitation is August 23, 2013. This requirement will be solicited as a competitive 8(a) set-aside. The U.S. Department of State, Bureau of Diplomatic Security (DS) requires Construction Surveillance Technicians (CSTs) at selected Domestic Facilities within the Continental United States. The specific goal of the CST site survey program is to: Detect unauthorized access to controlled areas; deter the introduction of unauthorized materials to the site; and, to observe the activities of construction workers and/or visitors on site to prevent the implantation of clandestine surveillance devices of systems into the structure being constructed. In addition, DS expects the contractor to meet or exceed the following goals: High quality contractor recruitment and security/suitability screening of personnel; high quality of trained personnel to include any instructors used in the training of personnel; high quality contractor performance and leadership of personnel; high quality contractor oversight capability; high quality instant, situational decision-making, e.g, response to threats; high quality of capable ccontractor lead technicians; high quality contractor administrative capability to plan details, including establishing and adhering to schedules for all required screening, training and deploying of personnel; high quality contractor planning for logistics in support of services; and high quality controctor planning for travel accommodations for personnel. The anticipated period of performance is one (1) year from date of contract award with four (4) one-year option periods. The anticipated contract type is Indefinite-Delivery/Indefinite Quantity. The contract will be awarded utilizing the best-value trade-off source selection methodology. All contractor personnel will be required to possess a Top Secret Security Clearance for employment under the resultant contract. Offerors will have approximately 30 days to submit proposals. it is anticipated that one (1) conract award will be made.
