- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Qiagen Inc., 27220, Turnberry Lane, Valencia, CA 91355. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 750 employees. The FBI processes forensic sexual assault samples. These samples contain a mixture of male and female DNA. In order to more effectively isolate the male DNA, the samples must be washed multiple times. The QIAcube HID Differential Washing Station manufactured by Qiagen Incorporated is an automated system capable of washing up to 12 forensic samples at one time in a short time frame. The QIAcube HID Differential Washing Station is used in conjunction with the FBI owned Qiagen EZ1 Advanced XL instruments for extraction of forensic sexual assault samples. The FBI has implemented the use of the QIAcube/EZ1 separation and purification method for use in forensic casework in sexual assault evidence. The QIAcube/EZ1 has demonstrated exceptional recovery and separation of DNA from sexual assault evidence which meets the protocols and specifications required by the FBI. The QIAcube HID Differential Washing Station has greatly enhanced and simplified processing of sexual assault evidence within the FBI. Qiagen Incorporated is the sole manufacturer and distributor of the QIAcube HID Differential Washing station. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Qiagen Incorporated, as they are the sole manufacturer and distributor of the QIAcube HID Differential Washing station. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 08:00 am, EST, by Monday, August 12, 2013, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
