Please complete and return with offer (or resume) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes/proposals are being requested and a written solicitation will not be issued. The solicitation number AG-046W-S-13-0037and issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. This is a small business set-aside with an associated NAICS code of 541614 and small business size standard of $14.0 million. The following are this solicitation's list of contract line item number(s) and items, quantities and units of measure: Line Description Quantity /Unit Price (Base Year) 001 Personal Property Inventory 1 / Job (Option Year One) 002 Personal Property Inventory 1 / Job (Option Year Two) 003) Personal Property Inventory 1 / Job PERSONAL PROPERTY INVENTORY STATEMENT OF WORK This project involves the Inventory Management Services for all personal property assets (personal, Federal Excess Personal Property Program (FEPP), transfer, sales, disposal, etc.) of the USDA, Pacific Northwest Region (Region 6) and the Pacific Northwest Research Station Personal Property Inventory. 1. BACKGROUND The Pacific Northwest Region Acquisition Management (AQM), Personal Property Staff manages an inventory of approximately 2,113 accountable property assets. The AQM Team is responsible for delivery to the R6 Regional Office, 19 National Forests and Columbia River Gorge Scenic Area, as well as, the Pacific Northwest Research Station. The AQM Organization serves multiple National Forests and Research Labs with 3,500 National Forest Systems employees and 400 Research employees, these are our customers, clients and stakeholders. The Personal Property staff is currently comprised of a Personal Property Management Officer, Two Personal Property Management Specialists (PMS) and one vacant Personal Property Management Specialist. The PMS, GS-9 are dedicated personal management property type roles and the PMO is has shared role as the Administrative Specialist for AQM. Resources utilized by this team include The Portland Habilitation Center (PHC) we have scanned in and retrievable and audit ready personal property records which can be accessed by any agency property tech/specialist or AS auditor with great ease. We can reasonable secure virtual support without being pinned by paper and file locations. Personal Property Inventory Every two years Forest Service units, perform a physical inventory of Accountable Personal Property, per Agriculture Property Management Regulation (AGPMR) 104-51.106. The objective of personal property inventory verification is to ensure records in the Forest Service Property Management Information System (PMIS, aka: PROP) and related Foundation Financial Information System (FFIS) general ledger account balances are complete, accurate, and adequately supported. The Inventory (PPI) instructions are specific and must be adhered to, with required documentation retained in the PPI master file or binder for each inventory cycle. They include direction for the Personal Property system (PROP) and Equipment Management Information System (EMIS) property, and provide guidance in performing; (1) the physical verification of personal property assets, and (2) the verification of the file folder accounting documentation (asset file) with the subsystems accounting data PROP. Information Technology (IT) personal property instructions are issued under a separate Washington Office (WO) memo and the Property Management Officers (PMOs) provide assistance to the National IT Property Team and Chief Information Office (CIO) staff as needed. Property Management Technicians, Property Management Specialists, Property Management Officers, Accountable Property Officers, Inventory Takers, and Line Officers responsible for performing inventory functions must complete training prior to implementing inventory verification tasks. Training is mandatory and consists of reading the inventory instructions and signing the personal property inventory training certificate (i.e., self certification) prior to performing the inventory. Signed certificates shall be submitted to each unit's designated property staff member. If contractors, non-employees or volunteers are used in any part of the inventory process, their property staff will direct them to the training for PROP or EMIS Inventory Taker instructions. Separation of duties must be maintained at all times when performing the inventory and reconciliation. Separation of duties means that no one person has responsibilities for conducting the inventory and the reconciliation procedures. The 2014 Physical Inventory begins Tuesday, 15 Oct 2013 for final completion of 27 Jun, 2014. The Personal Property Journal Team is nearly finished updating the inventory instructions. The official letter is projected to be sent out by the beginning of Sep 2013 (See Exhibit A, FY 12 Inventory Letters of Direction and Inventory Instructions) (See Exhibit B- Personal Property Policy and Operational Framework) (See Exhibit C - R6 Personal Property Inventory - Accountable Assets by Unit) Project Scope 1. SPECIFIC TASKS The Contractor shall lead with minimal assistance for the Property Management Officer and Personal Property Team to better carry-out the Personal Property Inventory by providing professional services including: 1 Execute an efficient approach to complete the FY14 Personal Property Inventory. 2 Execute a business model that meets and exceeds customer service needs and expectations; improves performance including process improvements, and streamlines performance effectiveness and efficiencies in personal property. 3 Participate jointly with Personal Property employees on the work they perform per their roles and responsibilities assignment during the inventory and personal property management functions. 4 Timely processing of personal property inventory status and transparent processes. 5 Establish a quality assurance protocol for personal property files (per checklist) to ensure file completeness and financial audit readiness. The Contractor shall provide all support for project oversight, administration and technical execution of this contract. The Contractor is responsible for maintaining accurate records of project activities (such as project timelines, communication and business relationships). 3. DELIVERABLES AND DELIVERABLE DATES The Contractor shall provide bi-weekly progress reports aligned with the overall project progress and timelines to Rachel Shively, Property Management Officer (PMO). a). Assist in the FY14 physical inventory launch along with the AQM Personal Property Team (PPT) for Region 6 and PNW customers in the joint roles of the contractor and PPT. b.) Complete the FY14 physical inventory accurately and efficiently by the due date. Standards for Acceptance of Deliverables: The Contracting Officer's Representative (COR) will provide feedback then accepts or rejects each report within five calendars days from receipt of a given report. The contractor shall make any needed adjustments to the reports/performance within three calendar days from receipt of electronic or written comments from the COR. Section L. Proposals Proposal should be brief and sufficiently detail the technical single action approach and phased-in options. Proposal should provide single action pricing and phased in option pricing (if phased approach is an option) Proposal should provide the delivery schedule to match the single action pricing or phased in option. The proposal shall be for a year and 2 options years each option year shall be separately priced. The date for delivery is 1 year from issuance of Notice to Proceed. The place of performance or delivery and acceptance is Portland, Oregon. The provision "52.212-1, Instructions to Offerors-Commercial", applies to this acquisition and the following are provided as an addenda to this provision. None. The provision "52.212-2, Evaluation-Commercial Items" does not apply to this acquisition, however the following evaluation procedures shall be used in the selection of a contractor: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: EVALUATION FACTORS 1. Past Performance with similar projects. List similar property inventory projects performed within the last three years. Complete the experience questionnaire or submit resume. Relevant Past Performance. Past performance is a measure of the degree to which an offeror, as an organization, has: (1) satisfied its customers, and (2) complied with federal, state, and local laws and regulations. The Government will inquire about the following elements, which are all of equal importance in relation to each other, (1) quality of the offeror's work; (2) customer satisfaction; (3) timeliness of the Firm during performance and the final completion of the project; and (4) overall business relations. Each offeror will be evaluated on their performance under existing and prior contracts of a similar nature. The Government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration. The Government may contact references beyond those identified by the offeror to obtain additional information for use in both the responsibility determination and in further evaluation of the offerors's past performance. 2. Experience and Training. Include in resume or experience questionnaire relevant elements. 3. Price. The degree of importance of the price will increase with the degree of equality of the proposals in relation to the other factors on which selection is to be based, or when the price is so significantly high as to diminish the value of the technical superiority to the Government. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
