- ATTACHMENT II QUALITY ASSURANCE MONITORING FORM ATTACHMENT I PERFORMANCE WORK STATEMENT This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Subparts 12.6 and 13.5 as supplemented with additional information included in this notice. This is a solicitation from the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division - Kansas City Office. The requirement is for taking, documenting, and disseminating upper air Rawinsonde observations and taking and reporting cooperative and supplemental weather observations for the Weather Service Contract Meteorological Observatory located in Denver, CO for the National Weather Service. This notice constitutes the only Request for Quotes (RFQ). Written offers are being requested. A written RFQ will not be issued. This RFQ is being issued as a total small business set-aside. The associated NAICS code is 541990-All Other Professional, Scientific, and Technical Services. The small business size standard is $14 million. This notice is hereby issued as RFQ WC133W-13-RQ-0513. General Instructions: (1) An offer shall comply in all material respects with this RFQ and will represent the offeror's acceptance of all the terms and conditions of the request. The offer shall provide the documentation required to meet the minimum requirement and a narrative response for each evaluation factor. If an offeror has no relevant past performance history, an offeror must affirmatively state that it possesses no relevant past performance history. Offerors are expected to conform to solicitation provisions and be prepared in accordance with this section. Incomplete offers may not be considered and may be removed from further consideration. To aid in evaluation, the offer shall be clearly and concisely written. (2) DOC, Eastern Acquisition Division - Kansas City Office requires that all contractors doing business with this office be registered with the System for Award Management (SAM). Overall Arrangement of Offer: The following information and documents are required for submission in response to this RFQ, in accordance with the guidelines outlined below. Offer Content: Each offer shall consist of two (2) separate electronic files: (1) technical and (2) pricing. No pricing information shall be included in the technical portion of the offer. TECHNICAL PORTION: Offerors shall submit information which clearly and concisely relates to the following evaluation criteria. The following factors will be used to evaluate offers: Factor 1 - Technical Capability: Offerors shall provide sufficient detailed information which demonstrates their technical capability, proposed technical approach, how they plan to meet the specified requirements, and supplement the narrative with proof of required certifications/license from the National Weather Service, and resumes of proposed Key Personnel with relevant upper air observations experience. Also provide a plan for substitution or replacement of certified observers if needed. Factor 2 - Past Performance: Offers shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts (within the past 3 years) that is of the same or similar scope, magnitude, and complexity to that which is described in this solicitation. Include a list of one to three current/previous contracts that are of similar nature to this solicitation that includes: contract numbers, points of contact with telephone numbers and email addresses and other relevant information. PRICING PORTION: The offer shall provide pricing for each line item. If the quote does not contain pricing for all line items, the quote may be considered non-responsive and may be rejected. EVALUATION--COMMERCIAL ITEMS The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptable standards for non-price factors, stated in the Performance Work Statement. NOAA will evaluate the quoter's proposed prices for fairness and reasonableness in relation to the RFQ's requirements. Factor 1 - NOAA will evaluate the offeror's technical capability on their proposed technical approach and how they plan to meet the specified requirements, along with proof of required certifications/licenses, and resumes of proposed Key Personnel. Fact 2 - NOAA will conduct a performance assessment based on the quality of the past performance of the offeror on similar contracts as it relates to the probability of successful accomplishment of the required effort. Information utilized may be obtained from the references listed in the offer, and/or other customers known to the Government. If an offeror has no relevant past performance history, an offeror must affirmatively state that it possesses no relevant past performance history. NOAA will assign a neutral rating to quotes with no relevant past performance.
