- This is a sources sought notice only. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of technically capable and otherwise responsible Architect-Engineering (A/E) firms that would be interested in submitting offers for this anticipated solicitation. As this is a sources sought announcement, GSA would like all A/E firms interested in pursuing this acquisition to submit a statement of capabilities to Judy Line, Contract Specialist. This acquisition falls under North American Industrial Code - 541310. A firm classified under this code is considered a small business concern if its three year average of gross sales and receipts is less than $4,500,000 The term "A/E firm" means an individual, firm, joint venture, partnership, Corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the work identified. If the A/E Firm is comprised of a partnership, corporation, association, or the legal entity permitted by law to practice architecture or engineering, a complete description of the proposed internal responsibility of the components must be included in your response. At least one key member in any proposed joint venture must have an existing office within the stated geographic limits. The A/E firms must indicate their ability to comply with the area of consideration required as part of their response to this notification. This IDIQ contract will be procured in accordance with Public Law 92-582, The Brooks Act and FAR Part 36.6. Under this process, the Government will award to the most highly qualified A-E Firm with whom it can negotiate a fair and reasonable price. All applicable services shall be performed under the direction and supervision of registered architects and professional engineers. The GSA, PBS, Special Program Division, Denver Federal Center was retained by DeCA Defense Commissary Agency Engineering Directorate to perform Acquisition Planning, Request for Proposal, and Contract Administration utilizing the Brooks Act for Architecture and Engineering Contracts. This vehicle is a Firm Fixed Price IDIQ contract and limited Cost Reimbursement (travel, relocation and office equipment with a Prime Component and two Sub-Components: 1. Single and Multi Project Construction Management Inspection: 2 Sub-Consultant Design and Design Review Services: 3. Maintenance of Management Information Control systems (MICS) for A&E Construction Project Management Software and when required Information Technology Programming Services. This procurement will cover duration of a Base Year and four Option Years for a total contract including option years valued at $49 million. The General Services Administration (GSA), Special Projects Division is seeking firms with architectural, engineering and construction management experience that can provide services CONUS and OCONUS. The Government intends to award one IDIQ contract with a minimum guarantee of $15,000 for base year. The Facilities Program Manager for the Defense Commissary Agency (DeCA) is responsible for managing design, construction and sustainment of commissaries worldwide (CONUS/OCONUS). Responsibilities include annual programs for new construction as well as renovation and modernization of commissaries and some non-commissary facilities such as Centralized Distributions Centers. The Architect-Engineer (A-E) Program Management Assistance Contractor (PMAC) will be responsible for providing a single and multi-project construction management program and other supporting architectural and engineering services. In addition to program management core team services, facility condition assessments (FCA) and other architectural and engineering design services, the use, update, and maintenance of existing automated Management Information Control Systems (MICS) is required. There are three existing MICS that shall be used, updated, and maintained by PMAC. The first is called FACTS (Facilities Automated Construction Tracking System). FACTS integrate all essential elements of DeCA's design and construction program. The second system is called SMART (Sustainment Maintenance and Repair Tracking system). SMART integrates all essential elements of DeCA's facility sustainment, maintenance and repair program. The third is FRS (Funds Request System). These systems consist of baseline programs for tracking and monitoring all ongoing projects and enable managers, A-E contracted firms and senior decision makers to evaluate the current status of all projects, funding budgets, and A-E design quality control. The selected contractor will be required to interface with these existing web-based systems to produce a shared common database. The proposed project team will have the capability to perform the basic design disciplines (i.e. Architectural, Civil, Structural, Mechanical, Electrical, Refrigeration, and Fire Protection) with in-house personnel, joint venture or firm/consultant arrangement will be considered and evaluated based on the demonstrated interdependency of the members and its ability to provide quality design and post construction contract services. A/E firms must have the ability to provide quality design and post construction contract services, including demolition and/or hazard abatement. Use of specialty consultants may be required (i.e. cost estimating, fire safety, hazardous abatement, historical architect, HVAC, electrical, acoustical, and vertical transportation design). The Program Management Assistance Contract (PMAC) A-E contractor will provide "Type C" inspection services with limited "Type B" design services for minor projects such as roof repair or replacement designs, structural or mechanical minor repairs and fire protection design analysis for commissaries and other supporting facilities. The scope of the contract will encompass approximately 150 projects and Facility Condition Assessments (FCA) on occasion. Technical Inspection of awarded construction projects will include Army, Air Force, Navy and Marine Corps retail sales stores. Government oversight of projects to be managed range from minor sustainment construction projects to major renovations and new stores. These projects can range in building size from approximately 4,000 SF to 100,000 square feet. Typical projects include sales areas, warehouse, cold storage, meat/product processing areas, administrative areas, loading dock areas, parking and service areas, retail malls, food courts, utilities, and landscaping. Estimated construction cost may range from $100,000 to $100,000,000. A. Professional Services 1. Design and Design Review Services CONUS and OCONUS 2. Facility Condition Assessments 3. The capabilities statement must include information that addresses the professional services required for the IDIQ Contract. To include capabilities of providing CONUS and OCONUS services. List your business size, as well as any other small business category your firm may fall under, i.e. small woman-owned, small HUB Zone, small disadvantaged, small veteran-owned, or small veteran owned service disabled business concern(s). The capabilities statement shall not exceed 10 pages (2 sided) and must be mailed, not faxed or emailed, to Judy Line by August 30, 2013.
