- NASA/GRC has a requirement to purchase an exhaust scrubber for an existing NASA owned Chemical Vapor Deposition (CVD) System which will include a M150 Gas Reactor Column, Two C150Y Cartridges and TPU/TCS Bypass Bellows Conn Kit. <p> NASA/GRC intends to purchase the above exhaust scrubber from EDWARDS VACUUM, INC., 6400 Inducom Corporate Dr., Sanborn, NY, 14132-1234. This vendor is the designer and manufacturer of this system. <p> The Chemical Vapor Deposition (CVD) system thermally decomposes hydrogen, silane, propane, diborane, phosphine and anhydrous hydrochloric acid in the process of growing silicon carbide crystals. The vast majorities of the decomposed unreacted gasses pass through the reactor and are exhausted. Therefore the exhaust gas stream contains potentially toxic and flammable by-products which must be abated or neutralized to prevent toxic substances from being exhausted into the air. The M150 from Edwards meets this requirement, by thermal oxidation of the unreacted by-products with solid reactants to produce inert, inorganic non-toxic products. These products must remain in the cartridge until the cartridge is disposed of. Edwards is the only source able to meet GRCs agency requirements. <p> The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. <p> The Sole Source is under the authority of FAR reference 13.106-1(b)1. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Amy McNelis (Amy.L.McNelis@nasa.gov) not later than 4:30 p.m. local time on August 14, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
