- NOTICE OF INTENT TO SOLE SOURCE. The Centers for Disease Control and Prevention, National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Adolescent and School Health (DASH) announces its intent to negotiate and modify an existing contract (Contract Number 200-2009-30503) for additional technical assistance services to Macro International, Inc. 11785 Beltsville Dr. Ste. 300, Beltsville, MD 20705. The contract period of performance will remain 5 years consisting of a one-year Base Period and four one-year option periods. The period of performance for the additional services will be completed during Option Period IV (August 28, 2013 through August 27, 2014). The following additional services will be added to the contract: Task 5.3 At the request of the Government, the Contractor will conduct up to two (2) evaluability assessments to aid in selecting agencies or organizations to receive technical assistance by completing the following specific tasks: 5.3.1 The Contractor shall be responsible for meeting logistics which may include, but are not limited to, assisting in the development of an agenda, determining meeting dates, making travel and lodging arrangements, and providing for meeting space. 5.3.2 In collaboration with the Government, the Contractor shall travel to the site of each program to meet with key staff and ensure that the program, policy, organizational structure or process is appropriate for evaluation technical assistance. 5.3.3 The Contractor shall provide the Government and the selected agency or organization written summaries of each evaluability assessment. 5.3.4 The Contractor shall, in collaboration with the Government, provide recommendations about the feasibility of conducting program evaluation technical assistance with each agency or organization that received an evaluability assessment. 5.3.5 The Contractor shall, upon Government approval of program evaluation technical assistance to a selected agency or organization, develop a schedule for the evaluation technical assistance to be delivered. This proposed schedule should allow sufficient flexibility for adding additional program evaluation technical assistance projects to be performed concurrently. Task 5.4 The Contractor will develop an evaluation plan in collaboration with the Government and in collaboration with up to three (3) selected agencies or organizations by completing the following specific tasks: 5.4.1 The Contractor, in collaboration with the Government and program staff, shall develop an evaluation plan that includes: evaluation questions, variables of interest, data collection procedures, analysis plans, and a proposed timeline of activities. 5.4.2 The Contractor shall create, select, and or/test data collection instruments as necessary for the evaluation activities of each program. 5.4.3 The Contractor shall identify and obtain all necessary approvals (such as IRB) for the evaluation to meet the requirements of the Government, the Contractor, and the agency or organization selected for program evaluation technical assistance. Macro International is the only source available to provide the mission critical services without a duplication of costs and to ensure continuity of the services currently being provided. These additional services are necessary to carryout the evaluability of assessments. Macro International is the only contractor that has the staff with extensive knowledge of the existing program approach and in-depth and nuanced understanding of the third organization participing in the evaluation. CDC intends to solicit and negotiate this additional work under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)(1). The proposed contract action is estimated for the additional services is expected to be greater than $25,000 but not greater than simplified aquisition threshhold. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement, proposal, or quotation which shall be considered by the agency. All responses should be received by August 23, 2013 at 1:00PM, Eastern Standard Time (EST). All responses must be in writing and must be sent via email to kfv5@cdc.gov with "2013-62318" referenced in the subject line. No phone calls or faxes or mailed responses will be accepted.
