SOW Attachment 3 - Floor Plan for Designated Project Location SOW Attachment 2 - Phoenix Sky Harbor International Airport Tenant Regulations SOW - Attachment 1 - CAVSS Design Guide Statement of Work (SOW) Synopsis - SOLICITATION 20076140 - CCTV Project - Phoenix Sky Harbor This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 20076140 and is issued as a Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. This is a total Small Business Set-Aside Competition with a North American Industrial Classification Systems (NAICS) of 517110 - Wired Telecommunications Carriers. The associated NAICS of 517110 has a Small Business Size Standard of 1500 employees. Contractors are required to identify their company's business size. The solicitation will start on the date it is posted and will end on August 30, 2013 at 16:00 Eastern Standard Time (EST). Customs and Border Protection (CBP) is seeking proposals to provide for the design and installation, including equipment, of a complete working Closed Circuit Security System (Cameras/Microphones) at the Office of Field Operations (OFO) Free Inspection Space, located at the Phoenix Sky Harbor International Airport, in accordance with attached Statement of Work (SOW) and accompanying documents. ***Question Submission: Interested Offerors must submit any questions concerning the solicitation at the earliest time possible, following the required site visit, to enable the Buyer to respond. Questions should be submitted directly to the listed Point of Contact (POC) on the solicitation, in writing, via email. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** SECTION I: Requisition Office Information Primary Requisitioning Office for this Project: US Customs and Border Protection Agency Office of Field Operations Free Inspections Space 3002 E. Old Tower Road, Suite 400 Phoenix AZ 85034 SECTION II: Purpose Product, Service, or Outcome Needed: Provide and install a complete working CCTV system, along with microphones and cameras, at the desired location as indicated. System shall be fully installed, including equipment and all peripheral devices, in accordance with the SOW and attached supporting documentation and references. System shall be provided with full manufacturer warranty, guaranteed free from defects for the entire duration of the manufacturer warranty for all product service and/or replacement requirements. System shall be fully functional in accordance with final acceptance and testing procedures. Final system shall be the proposed design of the Offeror, but must be designed under certain specific guidelines in order to ensure compatibility and operational capability with existing systems. SECTION III: Requirements All requirements are fully outlined and described in the SOW. The SOW must be read and understood in its entirety. Pricing: Fully burdened (inclusive of labor, materials, travel, etc.) pricing must be submitted for the entire project. Special Requirements: SITE VISIT (required in order to submit a proposal): - See SOW for complete requirements. Two available times. Dates: August 14, 2013 or August 16, 2013. SECURITY: 1. Access to and monitoring of all Security Systems shall be by the Government/OFO staff only. Any existing CCTV or other systems located inside of CBP spaces, that are not currently monitored by OFO exclusively, shall be re-routed to the CBP monitoring location. For privacy and security purposes, the various airport authorities shall not have access to the newly installed CBP CCTV monitoring system. 2. Final system and application for use will be Law Enforcement Sensitive (LES) and limited to cleared Government personnel only. Because of that, upon award of contract, selected contractor must provide a complete listing of personnel who will be installing and/or working on this project, in order to undergo a CBP National Agency Check and Criminal Background investigation prior to being allowed to commence duties. Contractor must employ only those personnel who are US Citizens or cleared to work in the United States, and able to pass a standard security background investigation process. List of personnel will be required immediately following award. 3. All contractors working in or visiting the work site will be required to obtain a security badge from Phoenix Sky Harbor International Airport on a daily basis. SECTION IV: Period of Performance System shall be installed within six (6) months after contract award. SECTION V: Government Furnished Resources and Information All existing equipment to be connected to the new system is Government-owned property and shall be treated in accordance with applicable clause requirements. All equipment to be utilized in the execution of this requirement shall become the property of the Government after acceptance. SECTION VI: Evaluation Factors Proposals that do not respond to all requirements in the solicitation may be rejected without further evaluation, deliberation, or discussion. The Government may reject any proposal that is evaluated to be significantly not compliant with the solicitation requirements, unrealistically high or low in price, or reflects a failure to comprehend the complexity and risks of the work to be performed. The Government reserves the right to award without discussions with Offerors. See below Federal Acquisition Regulation (FAR) Clause 52.212-2 Evaluation Criteria to be used in evaluation for this award. I.1 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors (with associated sub-factors) shall be used to evaluate offers: 1) Technical Approach; 2) Past Performance and: 3) Price. FACTORS (all considered equal): 1. Technical Approach a. Capability to provide the services and products required. b. Responsibility Determination of Contractor Qualifications c. Services Methodology - Design will be evaluated by designated OFO source selection authorities and Phoenix Sky Harbor International Airport designated representatives to ensure compliance with all regulations and directives pertaining to this project. 2. Past Performance a. Offerors shall provide not more than three (3) contracts/orders where the Offeror has performed similar requirements in the past three (3) years. These projects/contracts/orders can include those performed for the federal, state, and local governments, commercial industry and those performed for private organizations. b. The Government may obtain Past Performance information from other than the sources identified by the Offeror. 3. Price a. Fully burdened pricing. Pricing will be evaluated to ensure that all costs associated with providing the requested service, including labor, manufacture, set-up and delivery, is included in the final price. b. Price will be evaluated for reasonableness and cost realism. c. Best Value Continuum: Offeror whose proposal provides the best value to the Government, price and other evaluated factors considered, will be awarded the contract. (b) Options. Not applicable. (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) SECTION VII: Proposal Submission Emailed submissions must be received at frank.s.duarte@dhs.gov no later than ___08/30/2013_____ at 16:00 PM EST. Subject line of the email should read "Solicitation 20076140." Emailed submissions must be in separate attachments and clearly indicate what is being provided. The Government reserves the right to disregard any additional attachments without notification to any Offeror. Due to CBP restrictions on the size of email, ensure that all emails submitted are less than 5MB. If the proposal exceeds 5MB, please separate the submission into multiple emails and include in the subject line the solicitation number and # of # emails. Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. Submissions must be received no later than the exact time specified in the solicitations to be considered for award. Time of receipt will be determined by the government's email receipt time. It is the quoting firm's responsibility to ensure this is done according to the above restrictions. All items must be covered by the manufacturer's warranty. Proposals MUST be good for 30 calendar days after close of solicitation. Shipping must be free on board (FOB) destination CONUS (continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the requirements, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery for the specified requirements. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
