- Subject: Announcement G13PS00639. U. S. Geological Survey requires Digital Elevation Models (DEM) for The Kingdom of Saudi Arabia (KSA). The vendor shall provide DEM derived from satellite imagery from two sites. See the descriptions below. The Kingdom is providing the USGS with LiDAR data for the area around Al Madinah (approx. 0.5m resolution) and the USGS requires a high resolution DEM of the adjacent area to model lava path from their source in the volcanic field into the city. The contractor shall provide professional architect and engineering services for the delivery of Digital Elevation Modeling in the northern Harrat Rahat region of Saudi Arabia, suitable for lava inundation modeling and geologic mapping. The modeling will include two sites. The first site is a 1m Digital Surface Model (DSM) from high-resolution stereo imagery for a 1,100 Sq. Km area south and east of the KSA Light Detection and Ranging (LiDAR) survey. Post (pixel) spacing: 1.5m. 1m DEM must overlap the LiDAR survey are by at least 1 Km for XYZ control. The second site is a 4m DSM from high-resolution stereo imagery for a 1,200 Sq. Km area south of the 1m DSM area. Post spacing: 4m horizontal, 2m vertical; relative accuracy at 90% confidence, horizontal: 1.5m, vertical 2.0m. 4m DSM must overlap the 1m DSM by at least 100m for XYZ control. The contractor shall provide ortho-rectified color mosaic of primary imagers and digital versions of all source and processed imagery. There is no requirement for contractor travel or any on site work. Interested Architect Engineer firms that meet the requirements described in this announcement are invited to submit a Standard Form 330, Architect-Engineer Qualifications. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, the most highly qualified firm who can provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: 1. Professional capabilities 2. Specialized experience and technical competence, as required 3. Capacity to accomplish the work in the required period of performance 4. Past performance on contracts with respect to cost control, quality of work and compliance with performance schedules 5. Geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project 6. Specialized Equipment to perform the described work. U. S.
