- Statement of Work THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through federal acquisition regulation (FAR), federal acquisition circular 2005-69 The associated North American Industrial Classification System (NAICS) code for this procurement is 561421 [Telephone Answering Services] with a small business size standard of $14m. This acquisition is set aside for small business and will be awarded as a firm fixed price service contract. SUBMISSION INSTRUCTIONS Prospective Contractors must submit the following via electronic quotation to Jarreau Vieira via Maisie.Meade@nist.gov no later than Monday, August 19, 2013 at 3:00pm EST. Technical Volume I - The offeror shall submit the following as a part of Technical Volume I: File 1 - Business Operating Procedures File 2 - Three (3) to Five (5) sample reports for hotline services (may be redacted) File 3 - Professional References, which are considered Past Performance (see information below). Volume II - Business Volume: A firm fixed price per period of performance to include all services and deliverables required in the Statement of Work -Include separate line for estimated travel costs -Proposals SHALL be broken out to for 12 month with a "per month" cost Basis for award Award will be made to the party whose submission offers the best value to the government, non-price (or technical), price, and other factors considered. The government will evaluate information based on the following evaluation criteria: 1) technical capability 2) past performance, and 3) price. The non-price factors are equal to each other, both singularly and when combined, are more important than price. Past performance and price will be evaluated only on submissions determined to be technically acceptable in accordance with the non-price evaluation criteria. Evaluation of non-price factors will be conducted using the information submitted by the contractor in the quotation. Past performance will be evaluated to determine the overall performance quality of the hotline answering services (for example, demonstrated capability to answer and transcribe details of allegations, to transmit data in a timely manner) Evaluation of past performance will be based on the references provided IAW FAR 52.212-1(b)(10) and/or the prospective contractor's recent and relevant contracts for services of the same size and scope. Prospective contractors shall provide a list of at least three (3) references for the same or similar services have been provided in the last three years. The list of references shall include, at a minimum: the name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the contracting officer if applicable; and the date of delivery or the date services were completed. Technical Evaluation Criteria will include: 1.Relevant Experience - the Offeror shall provide detailed information about their answering services to include the quality of investigative services and business operations. 2.Sample Reports - The quality of the report samples provided as measured by the degree to which the samples represent clear and thorough reporting of information received. Report shall be well organized, clear, easy to read, concise and appropriate for a given format; 3. Feedback from professional references on the reliability of the contractor in providing answering services, providing call data in a timely manner, and responsiveness to callers and the Government.
