Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EE-133C-13-RQ-0712 is used as a reference ONLY as no HARD Copy will be issued. The U.S. Dept. of Commerce, NOAA, National Ocean Service, NCCOS, Center for Coastal Fisheries and Habitat Research, 101 Pivers Island Road, Beaufort, NC 28516-9722 has a requirement for an HVAC AC 2Ton Unit System and Installation of the unit. The requirements are provided in accordance with the following: STATEMENT OF WORK HVAC PACKAGE SYSTEM NEW EQUIPMENT INSTALLATION CENTER FOR COASTAL FISHERIES AND HABITAT RESEARCH Beaufort, North Carolina PURPOSE: The purpose of this requirement is to obtain the equipment and services of a contracting vendor to provide the following: Provide and Install one (1) new HVAC package AC 2Ton unit, where none currently exist. SCOPE OF WORK: - The contractor shall furnish all the necessary personnel, material, equipment, services and facilities (except as otherwise specified) for the Requirements include preparation as necessary to achieve the criteria to Install one (1) NEW HVAC Package AC unit, electrical tie in for unit with disconnect and required Ductwork as necessary in building "H" (Preserved sample Building). The desired temperature year round is a capacity to maintain an indoor design temp of 74 - 78 degrees. The unit itself must be prepared for the outdoor coastal environment to prevent erosion of the unit. All work located at the National Oceanic and Atmospheric Administration/National Ocean Service (NOAA/NOS) Center for Coastal Fisheries and Habitat Research ( CCFHR) at Pivers Island in Beaufort, North Carolina REQUIREMENTS : 1. The Contractor, and any approved subcontractors, shall be appropriately licensed in the state of North Carolina and listed for HVAC services, permitted, and insured for the installation of HVAC system and Ductwork. 2. Installed equipment must meet the "ENERGY STAR" program requirements in accordance with FAR 23.103. 3. All equipment and necessary items installed must be inspected by the facility manager at a minimum, and if required by law other government agencies (Local, State, or Federal). All materials disposed of shall be in accordance with governing local, state, federal laws and regulations. 4. The services shall include all personnel, equipment, labor, transportation, all required temporary permits, analysis (if needed) and compilation and submission of all documentation as necessary. 5. The contractor will be notified via telephone or email by a NCCOS contact as notice of Award to coordinate an anticipated start date. Work must begin no later than 30 calendar days from the award date. Interested parties can request site visit if necessary. Contact: Randy Grady, Facility Manager, Telephone 252-768-8768 Conformance with Environmental Management Systems The Contractor shall perform work under contract consistent with all Federal, State, Local laws and regulations to include, the relevant NOAA policy and objectives identified in the agency, organizational, or facility environmental management system (EMS) applicable for your contract. The EMS policy can be found at http ://coastalscience.noaa.gov/ems/welcome.html. The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls as identified above, and provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals. In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, the contractor shall immediately take corrective and/or preventative actions. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Site Coordinator. In addition, the Contractor shall ensure that their employees are aware of the roles and responsibilities identified by the environmental management system and how these requirements affect their work performed under this contract. IT SECURITY REQUIREMENTS: The Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required. This procurement is being solicited as Small Business set- aside in full and open competition. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. To be eligible for award, offerors must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. For information regarding registration in SAM contact the SAM website at www.sam.gov/portal/public/SAM/; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit a quote, which shall be considered by the agency. The FSC for this is 4120 and the NAICS Code is 238220, small business size standard is $14.0 Million. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required location. FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAR 2007) applies and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (2), (3), (12),(23), (27), (28), (29), (36), (37), (38), (39), (42), (48) and (50). The following addenda or additional terms and conditions apply; None. No Defense Priorities and Allocations System (DPAS) rating is assigned. Offers must be submitted to the Center for Coastal Fisheries and Habitat Research, 101 Pivers Island Road, Beaufort, NC 28516-9722 by 2:00 P.M. AUGUST 27, 2013.
