- NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER The Food and Drug Administration (FDA) intends to award a sole source order to Virginia Polytechnic Institute and State University's Eastern Shore Agricultural Research and Extension Center (VA Tech) for parameterizing a quantitative predictive risk assessment model (QPRAM) with data from Salmonella enterica contamination of tomatoes. This action is anticipated to be a firm-fixed-price order utilizing Federal Acquisition (FAR) Parts 12 and 13 via Subpart 13.5 with an expected award on or about on September 6, 2013. VA Tech has unique expertise and experience that make it the only organization capable of performing this innovative work investigating the temporal and spatial pattern of Salmonella contamination likelihood and the level in different types of fertilizers and irrigation water in the Eastern Shore of Virginia (ESV), including determining the likelihoods and amounts of Salmonella enterica contamination and survival in and on tomato plants grown under varying conditions of irrigation, fertilization, planting practices, and decontamination and evaluating the efficacy of soil, water, and fruit treatments as mitigations to consumption of contaminated tomatoes. VA Tech has singular exceptional knowledge and experience to do this work. They have performed other phases of this project, having developed a specialized understanding of the unique ESV environment as well as the methodology and factors involved with this project. VA Tech has developed specialized field expertise necessary for this project, which needs to be continued in ESV for continuity of the project. All responsible sources may submit a response identifying their interest and capability to perform this requirement, which will be considered by the FDA. Responses must be furnished in sufficient detail to demonstrate the ability to perform the above requirement. The FDA will normally consider responses solely for the purpose of determining whether to conduct a competitive procurement. The proposed procurement is for services which the FDA intends to solicit and negotiate with only one source under the authority of FAR 13.501. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
