Description

The Naval Surface Warfare Center, Carderock Division, (NSWCCD) has a requirement for the procurement of an online subscription service from the Institute of Physics (IOP) Journal Archives through the American Institute of Physics. The proposed contract action is being solicited on a sole-source basis to IOP of Congers, NY. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii) under the Simplified Acquisition Procedures. The reasons for restricting competition are as follows: IOP Journal Archive online subscription feature access to more than 1,000 volume years of journals and 150,000 articles. The NSWCCD has permanent rights to view the data through the IOP website. The NAICS code is 511110 and the size standard is 500 employees. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this announcement will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
