- The U. S. Fish and Wildlife Service (USFWS) Region 4 is issuing a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ), for the construction and repair to water control structures including, but not limited to, impoundments, levees, dikes, pump installations, and miscellaneous hydrology improvements throughout the Southeast Region of the United States. The RFP Number is F13PS00260 and will be available for viewing at http://www.fbo.gov. The tentative date to publish RFP F13PS00260 is on or about June 19, 2013 with a proposal due date of August 8, 2013. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site for any updates or amendments. Questions should be directed by e-mail to Walter Cowan, Contract Specialist at Walter_Cowan@fws.gov. Please defer all questions until after the release of the solicitation. The North American Industry Classification System (NAICS) code is 237990 - Other Heavy and Civil Engineering Construction. This is NOT a Small Business Set-Aside under the guidelines of the Small Business Competitive Demonstration Program. The solicitation will result in multiple basic contract awards to (a minimum of 2-5) qualified construction firms. The basic contract type will be Indefinite Delivery/Indefinite Quantity (IDIQ) with each project awarded as a firm fixed price, individual task order. The estimated value of all task orders issued under the IDIQ will be not less than $200,000.00 dollars and will not exceed the total of $30 million for the Base year and all Option years combined. Task orders may vary in cost from $2500.00 to $800,000.00. The Evaluation Factors to be used are: Relative Experience, Past Performance, Technical/Management Capabilities, and Coefficients (in lieu of Price) of the contractor. (Past performance references will be requested, and verified after receipt of proposal and prior to award, from previous contracts for the same or similar work.) The IDIQ contract will be awarded for One (1) Base year with Four (4) Option years. Prospective offerors must be registered in the Central Contractor Registration (CCR) database (Mandatory for doing business with the government) in order to receive contracts, task orders, and payments from most Federal agencies, including the U.S. Fish and Wildlife Service.
