Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Station Support/Simplified Acquisitions Branch, on behalf of the National Institute of Mental Health (NIMH), intends to negotiate and award a contract on a noncompetitive basis to Carl Zeiss Microscopy LLC, 1 Zeiss Dr., Thornwood, NY, 10594-1939, for the purchase of one Carl Zeiss LSM 780 Confocal Microscope for the NIMH Intramural Program located in the Porter Neuroscience Research Center in Bethesda, Maryland. The National Institute of Mental Health (NIMH) has a requirement for one Carl Zeiss LSM 780 Confocal Microscope for the NIMH Intramural Program which is manufactured by Carl Zeiss Microscopy LLC. NIMH requires the Carl Zeiss LSM 780 Confocal Microscope to support existing studies currently being conducted at the Porter Neuroscience Research Center. The Carl Zeiss LSM 780 Confocal Microscope is required because it must be compatible with existing protocols of NIMH investigators. The use of a different manufacturer's microscope could negatively impact existing studies currently being performing by the NIMH Intramural Program. Additionally, the Carl Zeiss LSM 780 Confocal Microscope has unique features such as the GAaSP spectral detector and seven laser lines which are not available from other vendors. Other unique features of this Carl Zeiss configuration include the following but are not limited to: 1.Inverted Microscope stand with fully motorized 6 position compatible objective nosepiece and 6 position push and click motorized fluorescence filter turret. 2.Motorized integrated Z focus with a step size of 10nm and travel range of 25mm. 3.Motorized X,Y stage with high accuracy and reproducibility. Stage includes joystick and is fully software integrated. 4.TFT touch panel independent of microscope stand with focus control and access to all microscope motorized functions. 5.Technical Specifications: Fluor 5X WD 12.5, EC Plan Neofluar 10x/1.3 WD 52.mm, Plan Apo 20/.8 WD 550u, Plan Apochromat 40x/1.4 WD 130u, Plan Apo 63x/1.4 WD 180u, W Plan Apo 40x/1.0 DIC VIS-IR WD 2.5, W Plan Apo 20x/1.0 DIC VIS-IR WD=1.8. 6.Calibrated 32-Array GaASP and two flanking single PMT detectors. 7.Laser lines 405, 458, 488, 514, 561, 594, and 633. The Carl Zeiss LSM 780 Confocal Microscope shall be delivered to the National Institutes of Mental Health, 35 Convent Drive, Building 35, Room 2C403, Bethesda, Maryland, 20892. Carl Zeiss Microscopy LLC is the manufacturer of the Carl Zeiss LSM 780 Confocal Microscope. Due to the proprietary nature of the components of this microscope, there are no other vendors authorized to sell this configuration. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
