Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F3ZT903203A001; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69 effective 1 Aug, 2013; Defense DCN 20130710 effective July 10, 2013, and AFAC 2013-0327 effective 27 March 2013. This acquisition is a small business set aside; The North American Industry Classification System (NAICS) code is 333993. The business size standard is 500 employees. The Federal Supply Class (FSC) is 3540. The Standard Industrial Classification (SIC) is 3565. The minimum requirements are as follows: CLIN 0001-Heavy Duty, Horizontal Vacuum Sealer - 36" heat bar with dual heating elements (top and bottom) with a range of 300 degrees - unit shall be mounted on a mobile stand, table top units will not suffice - all-in-one capability to vacuum air from barrier bags and seal the opening after all air has been removed without allowing air to re-enter the barrier bag - shall have a built in air compressor capable of continuous air supply to operate the unit - 110V - foot peddle operation - equipped with Emergency Stop function - air supply control valve - readout gauges Award shall be made in the aggregate, all or none. The following provisions and/or clauses apply to this acquisition: FAR 52.204-9 Personal Identity Verification of Contractor Personnel; FAR 52.212-1 Instructions to Offerors -- Commercial Items; FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the product offered to meet the government's requirement (ii) lowest price FAR 52.204-9 Persoanl identity verification of contractor personnel FAR 52.222-3 Convict Labor; FAR 52.232-18- Availability of Funds- Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
