Description
The USGS intends to award a sole source purchase order to GoLogic of Santa Rosa, CA for the acquisition of 10 each Jarrettizers required by the Geology, Minerals, Energy and Geophysics (GUMP) Science Center under the requirements of FAR Part 13 and FAR 6.302-1,' Other Than Full and Open Competition - one responsible source'. The applicable NAICS code 334519. We have a huge need for a new data acquisition and digitization system that no longer relies on out of date electronics and Quantera digitizers. This new system needs to have the ability to interface with our equipment as well as the Berkeley Seismological Laboratory (BSL), where the data arc telemetered and archived, provide more channels, minimize the stations vulnerability to lightning strikes, and interface with our newly developed sensor calibration system. Our studies and research about digital acquisition systems show that Go Logic's Jarrettizer 2.1 is the only affordable system that meets our requirements for collecting EM data using EMI BF-4 and BF-7 induction coils at the desired frequency range (0.001 -10Hz) that can also interface with the BSL and our coil calibration system. To our knowledge, no other company in the world provides a more suitable system that will meet our specific needs and within the budget of our project. The Jarrettizer 2.1 is an 8 channel, 24-bit device with GPS timing. Born out of the BSL, this particular system was developed to the specifications of our EM sensors, data and telemetry needs, and calibration system design. Our project requires 10 such systems (to support the 5 existing EM stations, 2 future installations, and 3 spare boards). It is important to have several spare systems as these systems will be exposed to potentially damaging lightning and extreme weather conditions. This notice of intent to award is not a request for competitive proposals. However, the USGS will consider any capability statements received by 05:00 PDT on Friday, August 22, 2013. Capability statements would normally be considered solely for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Any respondent companies must be a small business. All responses shall be emailed to Joseph Riccomini, Contracting Officer, at jriccomini@usgs.gov so that they are received no later than 05:00 PM PDT on August 22, 2013.
