- This Pre-solicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with Thermo Electron North America, LLC on a sole-source basis, for an annual support plan agreement. The annual support plan agreement covered by this purchase applies to the following equipment: Thermo Electron ELEMENT-XR High Resolution Inductively Coupled Plasma Mass Spectrometer (ICP-MS) The USGS has concluded that this service is unique and only available from Thermo Electron North America, LLC. The reasons justifying a sole source acquisition is a lack of competition. The specifics of the acquisition that permit limiting competition are: Due to the Governments contractual obligations to provide analytical data in a timely manner to our external and internal customers, we require the Thermo Electron ELEMENT-XR High Resolution Inductively Coupled Plasma Mass Spectrometer (ICP-MS) instrument to be operational at all times and when necessary, serviced and repaired by a qualified service technician train d specifically on this model of instrumentation with immediate availability to the necessary parts to repair it. In many instances it is critical that the instrument be repaired within 7 days of failure or USGS will fail our contractual obligations to provide analytical results by the due dates agreed upon with our internal and external customers. Several critical components on this instrumentation (magnet, electrostatic analyzer, quadropole ion optics and rf power supply boards, ion lens system, detector readout assemblies, RF generators, circuit control boards, etc.) are patented items and are only a liable from the instrument manufacturer (Thermo Electron) and are not licensed to be sold to external 3rd party service providers. In addition, only Thermo Electron factory-trained service personnel have the technical data and knowledge required to repair the instrumentation if it should fail. This instrumentation is already owned and used by USGS, therefore this request is made for sole-source acquisition to Thermo Electrons they are currently the only source of service and parts for this instrumentation. The Thermo Electron ELEMENT-XR High Resolution Inductively Coupled Plasma Mass Spectrometer (ICP-MS) system is mission-critical equipment for the Geoanalytical Research Chemistry Project that allows the Project to support its internal USGS and external interagency customers. The trace metal analysis facility within GRC performs elemental analysis in variety of matrices in support of numerous projects and, multiple science centers in the Southwest Region, and throughout the USGS, including the CGGSC, Central Mineral and Environmental Resources Science Center, and Central Energy Resources Science Center. This instrumentation is also required to support work done under Interagency Agreements with the Army Corps of Engineers, Consumer Products Safety Division, and the National Institute for Standards and Technology. According to the Governments market research the Thermo Electron ELEMENT-XR High Resolution Inductively Coupled Plasma Mass Spectrometer (ICP-MS) system can only be serviced by Thermo Electron who is the original equipment manufacturer and supplier. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration no later than 15 days after the date of this notice. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be emailed or mailed to the point-of-contact specified below. Firms are cautioned that this is not a solicitation. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
