Description
This announcement is a notice of intent to award a sole source purchase order to Riegl USA of Orlando, FL under the requirements of FAR Part 13 and FAR 6.302-1,' Other Than Full and Open Competition - one responsible source'. The applicable NAICS code 541511 Custom Computer Programing Services, $25.5M. The U.S. Geological Survey, Geologic Division, Coastal and Marine Geology is requiring a non-competitive procurement to Riegl USA for the modification of software and hardware to allow our high resolution 3-D Riegl laser image scanner to acquire and process mobile (moving) data f rom the Riegl 3D scanner. This is to produce extremely high resolution and accurate terrain models of complex or hard to map surfaces while driving or transporting past a feature. The software bundle is RiAcquire for mobile scan data acquisition, RiProcess for project management, system calibration (bore sight alignment), visualization, and export, and RiWorld for coordinate transformation (combining of scandata with orientation and positioning data). Also, for protecting the scanner while mobile, we need a Shock Absorbing Mount. This software bundle and mount-hard ware is a critical component in the mobile acquisition and processing of this data. The software and hardware is used together in unique way and designed to work with our existing laser scanner. The software and hardware are specifically designed for our field device and is highly portable. No other manufacturer has a product that can interface with our existing laser scanner and provide a mobile capability at all. Even if another competitor have a product, and they don't, this product has the benefit of being in such a portable package. The software and hardware directl y interface with the USGS Riegl laser scanner use. To continue the scanning process and properly collect new terrain maps, we need to maintain stability in the computer software and hardware used to produce these analyses. The Riegl sof tware and hardware is unique to this application in that it is the only maker that integrates with the USGS Riegl laser scanner. The USGS is already been trained to use the Riegl hardware. An y substitute apparatus will cause considerable delay in the acquisition and processing of new data, may not meet project requirements, and will jeopardize the success of the project. This notice of intent to award is not a request for competitive proposals. However, the USGS will consider any capability statements received by 05:00 PDT on Friday, August 22, 2013. Capability statements would normally be considered solely for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Any respondent companies must be a small business. All responses shall be emailed to Joseph Riccomini, Contracting Officer, at jriccomini@usgs.gov so that they are received no later than 05:00 PM PDT on August 22, 2013.
