- Description
- The NATO Communications and Information Agency (NCIA) intends to issue an Invitation for Bid (IFB) for the provision of Broadcast, Maritime Rear Link and Ship-Shore (BRASS) services from Romania. Implementation of the system will be based on a standardized and interoperable Automated Control and Management System (ACMS) and on related radio services equipment (transmitters, receivers, modems, encryption equipment, etc.). Potential U.S. prime contractors must be nominated to the bidders list by the U.S. Government. The U.S. Government will nominate to the bidders list only those firms that have been approved for participation in NATO International Competitive Bidding (ICB). For performance of the contract, contractor personnel will be required to hold a NATO SECRET personnel security clearance. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to NCIA the required NATO security clearance certifications. Please note that prospective bidders will be invited to participate in a two-day site survey that will be held approximately 4-6 weeks after release of the IFB. Bidder personnel attending the site survey must have a valid security clearance at a minimum level of NATO Secret. The reference for the IFB is IFB-CO-13657-BRASS-ROU. It is planned to place a single contract for the entire scope of work. No partial bidding will be allowed. Background Information The System will provide Broadcast, Ship-shore, MRL and Voice Communication capabilities to Romania and to NATO in accordance with BRASS Baseline specifications. It will manage and conduct the provision, implementation, monitoring, and acceptance of a BRASS-compliant ACMS in Naval Communications Centre NAZARCEA/CONSTANTA (NAVCOMMCEN) in order to improve its performance and services that are interoperable with NATO units. New transmitting and receiving sites shall be established in MIDIAICONSTANTA and MAN GAllA to improve HF coverage. The System will use new equipment and provide the required hardware to make it a coherent entity. The core software will be a replication of the approved BICC SW (BRASS Initial Core Capability Software) to tailor the specific installation and for integration with current versions of Commercial Off-the-Shelf (COTS) applications. Operational Objective The purpose of implementing BRASS in Romania and upgrading the existing communications equipment is to provide adequate telecommunications infrastructure (receivers, transmitters, ancillary equipment, and antennas) to BRASS implementation, as well as providing a backup to NATO BRASS facilities in the Eastern and Southern regions. This project shall develop shore-based surface C2 infrastructure in Romania in accordance with NATO standards. The overall operational requirement for this project is to establish the following services within Naval Communications Centre NAZARCEAlCONSTANTA (NAVCOMMCEN), using new transmitting and receiving sites: • Provision of NATO Broadcast re-key capability (i.e., retransmission for extended coverage) • Off the Air Monitoring (OTAM) • Management of naval Broadcast, Ship-Shore, MRL and Point-to-Point (PtP) circuits; • Provision of plain-voice and NATO secure narrow band voice communications • Support to shore to ship messaging • Management of Crypto equipment • Automatic storage and retrieval of message traffic handled by Naval Communications Centre Nazarcea/CONSTANTA (NAVCOMMCEN) • Remote control of assets belonging to the system in transmitting and receiving sites Contract Scope of Work Description The overall project is divided into two separate projects. One is the Communications and Information System (CIS) project, which is the subject of this IFB, and the other is the Civil Works project, which is the responsibility of the to Host Nation (Romania). However, there exists a close dependency between the two projects. Hence, to minimize the interface between these two projects and to define a clear distinction between the responsibility areas of the two contractors, the Civil Works was divided into two clearly defined portions, with the responsibility of the portion closely related to CIS implementation given to the CIS contractor. Therefore the Civil Works that are closely related to CIS are also part of this IFB. The scope of this CIS Contract will be divided in the following main parts: • Transmitter and Receiver sites; • ACMS: Each ACMS is structured into the functional parts briefly described below: - Message Processing Subsystem (MPS) with the main function of providing automation support to the operators for transmission, reception, analysis and storage of the messages. - Communications Interface and Switching Subsystem (CISS) with the main function of establishing the connection between the message, voice and data circuits and the transmitting/receiving equipment. - Remote Supervisory and Control (RSC) with the main function of controlling the CISS elements to configure the required circuits and to control the communications resources (modems, radios, and interfaces) for those circuits. - Precise Time and Frequency Subsystem (PTFS) with the main function of acquisition of precise GPS time information and of generation and distribution of Precise Time and Frequency to those devices within the ACMS that require synchronization (multiplexes, modems, crypto devices, switching units, etc.) or that need a precise frequency for their operation (radio transmitters and receivers). - Power Supply Subsystem (PSS) with the main function of supplying energy to ACMS devices. - Voice Management Subsystem (VMSS) with the main functions of allowing operators to communicate by voice from each workstation with internal users, in secure voice or in clear, simplex or duplex modes, over telephone or radio circuits. BIDDING PROCEDURE NATO ICB requires that the NATO member governments nominate to the bidders list potential prime contractors that are located within their borders. Before the U.S. Government can nominate a U.S. firm to the bidders list for this ICB procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce (DOC) will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: - Request from DOC that a DOE be issued (and, for firms new to NATO ICB, submit completed one-time NATO ICB application): 11 September 2013 - IFB planned to be issued in September 2013 - Bid Closing planned for December 2013 - Contract Award anticipated in March 2014
