Description
The National Institute of Standards and Technology (NIST) intends to award on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Heraeus Noblelight Fusion UV Inc 910 Clopper Road, Gaithersburg, Maryland to procure a UV Lamp System for the National Institute of Standards and Technology (NIST)Division 73, Information Technology Laboratory, located in Gaithersburg, MD. The resulting purchase order will be a sole source award purchase order. This is request to obtain a smaller scale, more power version of the UV lights we have successfully used on the large scale weather device (it has temperature, humidity, Ultra Violet radiation, and mechanical loading to simulate the outdoor weather). The lamp needs to be very stable, with little or no infra-red radiation. The bulb should be able to maintain very stable UVB output for more than 5000 hours of continuous operation as it needs to be able to produce a very high amount of UVB radiation. A target of 120 w/cm will fit our needs. As this acquisition is part of a larger instrument, the light needs to be fit into a specific sized opening. The unit must be air cooled as including water cooling in the lights will present additional safety and infrastructure needs beyond our budget. There is a specific weight requirement that must not be exceeded as any additional weight for the lamp or power supply will require additional reinforcement. Again, adding additional expense. The NAICS Code is 335110 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by 14 August 2013, 12:00pm, EST will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
