Description
Justification and Approval (J&A) INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the of the Imaging Probe Development Center (IPDC) (NHLBI), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to Biotage, 10430 Harris Oaks Blvd, Suite C Charlotte, NC 28269 to procure a Flash Chromatography Purification system. Procurement: The contractor should supply the instrument which should be able to: 1. Part # ISO-1SV, Biotage Isolera One, quantity 1 each,; Includes the following: Isolera one automated flash purification system with variable wavelength detector. Standard features; single cartridge flash system with graphical click and drag gradient editing and fraction collection using two wavelengths via a 10.4" (26cm) touch screen, quarto-binary gradient capability using four solvents, 200 mL/min flow rate pumps rated to 145 psi (10 bar) pleasure, a variable 200-400 nm wavelength detector, four 16 x 150 mm test tube racks, five 10g SNAP cartridges with Samplet cartridges, and five 50g SNAP cartridges with Samplet cartridges 2. Part # SER-1S1-IN, Isolera 1 installation and Operational Verification, quantity 1 each Must be a Biotage Field Service Engineer at the Government facility for installation 3. Part #445-4500SZ-20, Biotage ZIP Sphere Silica cartridge, 45g 20/cs, quantity 1 each 4. Part #413303, Biotage Zip 45g cartridge holder, quantity 1 each 5. Part #356007, Biotage Initiator + Microwave System, quantity 1 each For 100-120 VAC, 50/60 Hz electrical power; Initiator includes the following: Initiator+Microwave System, Start up kit with Initiator Getting Started Guide (printed), Vial Crimp tool and De-capper, 5x Waste Tray Inserts, Air Control Unit w. Connection set and 2m Air Hose, Tools, Sorted start-kit of vials and Alucaps w. septa., Initiator 4.0 software 6. Part #SER-IN1-IN, Initiator / EXP Installation and Operational Verification, quantity 1 each Must be a Biotage Field Service Engineer at the Government Facility for installation and initial training of the users 7. Acceptance of Trade-In of Serial Number SP1-0641001 8. Provide a letter from the manufacturer stating the company is an authorized reseller of Biotage 9. Coordinate with the lab staff about delivery time and the availability of space in the lab to install the equipment. 10. Shall submit project schedule, drawings, specifications, and catalog cut sheets and technical information to NIH, "For Approval" prior to commencing any work. Background: The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. Imaging probe development is usually associated with multi-step chemical syntheses. The purification and isolation of the intermediates in each step are very important to ensure successful synthesis of final products. Flash chromatography allows for quick and accurate purification and isolation of reaction intermediates and final products. This is one of the essential equipments in any small molecule based biomedical research laboratory. Additionally most of the time before actual radiolabelling reactions the feasibility of the reaction is tested using non radioactive isotope (cold reaction) in order to reduce the radiation exposure. The purification of this cold reaction can also be completed by flash chromatography. Therefore, the new PET lab of the Imaging Probe Development Center is in need of a flash chromatography system for purifying and isolating compounds Purpose and Objective: The Imaging Probe Development Center (IPDC) is currently in the progress of opening a new Positron Emission Tomography (PET) lab. In our laboratory we are developing molecular probes of different imaging modalities for noninvasive imaging studies. The primary goal of the researchers of this new PET lab will be to develop new probes for PET imaging or reproduce already existing imaging agents for further studies. In order to accomplish this mission, the research team needs a well-equipped facility. Government Responsibilities: Government i.e. laboratory will provide adequate space and power connection to install the equipment. Installation and other maintenance should be done by the authorized person of the vendor. Justification: Refer to attached Justification and Approval ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing Small Business Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (August 1st 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
