Description
AMENDMENT 002 (A002) QUESTIONS AND ANSWERS Questions regarding Solicitation Number RFQ-CO201361205: Technical Assistance for China: Anti-Monopoly Law Program Phase III: QUESTION A002: 1) In paragraph 4.5, it is stated that the Contractor shall "facilitate U.S. public and private sector participation," but that "to the extent possible, the Contractor shall not be responsible for U.S. private sector participation such as travel." Then, at the end of the paragraph, it is stated that "the Contractor shall arrange and fund the travel for non-industry speakers" (emphasis added). The way this paragraph is written, it appears that USTDA expects both public and private sector speakers from the U.S. to participate, and that the Contractor will be responsible for covering the travel of public sector participants. Further, it appears that the Contractor may incur costs for the participation of private sector representatives in the event that they are not willing to cover their own travel. Please confirm if this is correct. ANSWER: The Contractor is not responsible for funding U.S. private or public sector international travel or accommodation. The Contractor is responsible for arranging local transportation, including airport pick-up and transportation from the hotel to the workshop site. QUESTION: 2) There is no indication in the RFP of the number of anticipated speakers for each workshop from both the public and private sectors. Per Question 1, if the Contractor is responsible for covering all public sector speakers and potentially some private sector speakers, it would be helpful if USTDA could provide an estimate of the number of speakers expected for each workshop. ANSWER: The range of anticipated speakers is 6-10 per workshop from both the public and private sectors. QUESTION: 3) Please clarify the expectations regarding food/beverage services to be provided by the Contractor. Does the Contractor need to provide breakfast, lunch, and dinner for all participants? Coffee/tea breaks (and if so, how many)? Does the Contractor need to reimburse U.S. public and private sector participants for any meals not provided during the workshops? Obviously, attempts will be made to obtain sponsorship for some of this, but in the event that sponsorship is not obtained, it would be helpful to know what specifically needs to be provided. ANSWER: The Contractor is responsible for providing lunch and 2 coffee breaks per day of each workshop. The Contractor is not responsible for reimbursing U.S. public or private sector participants for any meals not provided during the workshops. QUESTION : 4) Regarding interpretation, if possible, please indicate whether workshops are anticipated to take place outside of Tier 1 cities (if so, locating qualified interpreters may be difficult and therefore it would be necessary to hire them in Beijing/Shanghai and provide transportation to the workshop venue). ANSWER: The location of the workshops will be determined upon award. It is possible that some of the locations for the workshops will be outside Tier 1 cities.
