Description
Clothing Items that are difficult to obtain 'made in USA'. Protective Clothing List REQUEST FOR INFORMATION Ogden Air Logistics Complex Hill AFB, UT FA8224-14-R-CLOTH 1 NOTICE: This is not a solicitation but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only. This RFI is to determine capability of potential sources and is for informational and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. 1.1 The purpose of this RFI is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 812332, which has the corresponding Size standard of $35.5 Million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2 Program Details: The United States Air Force at Ogden Air Logistics Complex (OO-ALC) is conducting market research seeking capable sources for the leasing, cleaning and repair of Protective Clothing. Some of the clothing will be Government owned rather than leased. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this RFI should consult 41 C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act. All information submitted by respondents that they consider confidential and not releasable to third parties outside of the Air Force, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked. The contractor shall supply personnel, garments, supplies, equipment, transportation, laundering facilities, and training necessary to perform IAW OSHA standards. The contractor shall ensure personnel are trained to conduct annual inventories of all leased garments. Please see the attached DRAFT Protective Clothing Listing for a complete description of program requirements. 3 RFI QUESTIONS: The Source Selection Team has developed a list of questions to facilitate discussion and influence the final version of the Request for Proposal. To ensure that your answers and comments are considered in the development of this acquisition, please submit your responses no later than 10 Sept 2013. Send all responses to Kristin Stoker (primary) at Kristin.stoker@hill.af.mil and Darin Huler (secondary) at darin.huler@hill.af.mil with the subject heading ‘Protective clothing RFI'. In addition to your responses to the RFI questions, feel free to include any suggestions, recommendations, questions, or concerns regarding this effort. 3.1 Company info: Name, Cage Code, and DUNS. 3.2 Is your company a small business under NAICS 812332, "Industrial Launderers" (size standard is $35.5M)? 3.3 If your company is a small business, what subcategories of small business is it, e.g. woman owned? 3.4 If you would be in a teaming arrangement describe the team members, their size status and the part each would take. 3.5 A predominantly Firm Fixed Price (FFP) pricing arrangement is contemplated for this effort. Does your company have reason to believe this would hinder or be unacceptable for this effort? 3.6 What do you see as the risks to performance, cost, and schedule associated with this effort? Please indicate the severity of the risk (low, medium, high) and its likelihood of occurring. How might the risks be mitigated? 3.7 The government owns clothing that needs to be returned to end user upon completion of laundering. Is there a way to ensure upon pick up that these items will be returned to the correct drop station and marked for the final end user? 3.8 Can garments be provided with different weights for seasonal wear and still meet the OSHA standard that is required? 3.9 The government requires a tight seal on wrist and ankle cuffs in some shops that are dealing with certain chemicals. What does your company propose to help ensure a tight seal without the use of duct tape? 3.10 Leased clothing supplied must comply with the Berry Amendment, see DFARS clause 252.225-7012 at http://farsite.hill.af.mil/. Can your company ensure all items are U.S.A. made of fibers produced in the U.S. in compliance with the Berry Amendment? If not, what items can you provide that meet the requirements and which ones can you not provide? If there is an ability to procure but at a large quantity only what is your companies plan to ensure your company is in compliance with the Berry Amendment. 3.11 Regarding the previous question the Government is working with the Berry Amendment compliance issues. If the government was to try and get a Berry Amendment waiver for certain items that cannot be acquired at reasonable prices in quantities required IAW with the Berry Amendment what items would need a waiver? 3.12 How do you propose to acquire items that are difficult to obtain IAW the Berry Amendment (Attachment 2)? 3.13 The government has a need to have their ARC Flash clothing laundered and returned. How can your company ensure that they wash these items IAW the manufacture instructions? If items are not laundered correctly and degrade, how will your company replace the items? 3.14 The government owned clothing will need cleaning and repair. How much liability is your company willing to take on regarding its cleaning and repair? 3.15 How will your company be able to ensure that clothing sizes remain consistent if you were to change manufactures? 3.16 Does this requirement meet the definition of a commercial service? See definitions at FAR part 2. 3.17 Describe similar contracts you or your anticipated teaming partners have performed in the last four years. The attached DRAFT Protective Clothing List (Attachment 1); Clothing items that are difficult to obtain "made in USA" (Attachment 2) represents the protective clothing support services program requirements. Based on the listing, please provide a brief capability statement (no more than 20 pages) addressing your company's ability to complete work of this nature. CAPABILITY STATEMENT: Responses to the following will determine the feasibility of a total small business set-aside. Please submit your capability statement NLT 10 September 2013.
