- Attachment 1 - Past Performance Questionnaire Solicitation Body Solicitation Form The U.S. Department of Health and Human Services (HHS) is the United States government's principal agency for protecting the health of all Americans and providing essential human services, especially for those who are least able to help themselves. HHS oversees more than 300 programs covering a wide spectrum of activities. The News Division in the HHS Office of the Assistant Secretary for Public Affairs (ASPA) plans directs and coordinates the issuance of public information from HHS to the press and broadcast media, including preparing news releases, media advisories, fact sheets, and other news material for the Secretary and other top HHS officials. The News Division is requesting proposals for a media management tool that offers the following core capabilities: • Provides access to a searchable, comprehensive database of local, regional, national and international journalists in both traditional media (print, television, radio, etc.) and social media (blogs, websites, • Provides the user the ability to create, organize, manipulate, sort, and maintain custom-made contact lists by importing contacts from the comprehensive database and by manual input by the individual user. • Provides the user the ability to create, import, manage, and distribute HHS news releases and other press-related materials, using user-created contact lists, to a wide variety of media outlets, including journalists, health writers, columnists, trade press, and health care consumers, and to target special populations and regions of relevance to HHS initiatives and programs. The News Division requires that all offerors be prepared to provide upon request an in-person, real-time demonstration of the proposed service/product at the News Division offices, and be ready to demonstrate how the service/product handles a series of pre-scripted scenarios that will provided by the News Division in advance of the demonstration.
