Description

Synopsis: PRE-SOLICITATION NOTICE FOR CONSTRUCTION PROJECT TO INSTALL 2500 PREPLACED CRYPTS AND 1000 NICHES COLUMBARIUM AT BEAUFORT NATIONAL CEMETERY, BEAUFORT, SC (PROJECT NUMBER 831CM014). The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-13-R-0126 for the following: Design/Build Services to design, furnish and install 2500 Pre-placed crypts and a 1000-niche columbarium and improvements to the existing irrigation filtration system in the expansion area of Beaufort, National Cemetery at 1601 Boundary St., Beaufort, SC 29902 and other specific tasks as further defined by the Request for Proposal (RFP). THIS IS A 100% TOTAL SERVICE DISABLE VETERAN OWNED SMALL BUISNESS (SDVOSB) SET ASIDE DESCRIPTION OF PROJECT: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is soliciting bids for the project under Solicitation Number VA-786A-13-R-0126 for the following: General Construction: All work shown on the plans and described in the specifications and scope of work including but not limited to: A. BID ITEM 0001 - Provide all of the study, design documents, for a 1000-niche columbarium, site utilities, and 2500 preplaced crypts, to include irrigation, landscaping and other features. B. BID ITEM 0002 - Provide all general construction; To Convert existing burial sections in the expansion area to 2,500 PPC and a 1000-niche columbarium. C. BID ITEM 0003 - To furnish and deliver to the site 2,500 double-depth pre-placed crypts. D. ADD ALTERNATE 0001 - To furnish and install the irrigation water filtration improvements as described by the 30% CD documents. The actual project scope will include preparation of design/build plans and specification and all construction services that will involve limited surveying, excavation, drainage, installation of 2500 crypts, installation and extension of irrigation system, installation of a 1000 niche columbarium and certain other structures and landscaping to support a manicured well drained turf environment to be used for NCA burial functions. The scope also includes modification and improvement to the existing irrigation water filtration system to eliminate water staining grave markers. The marble or granite niche covers will be provided as Government Furnish Property (GFP) by the Department of Veterans Affairs. The contractor is required to retain and pay for all testing laboratory services that are referenced in this solicitation. MAGNITUDE OF COST: Between $1,000,000 and $5,000,000. CONTRACT DURATION: Performance period is estimated to be no more than 240 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 236220 SIZE STANDARD: $33.5 Million METHOD OF AWARD: THIS PROCUREMENT IS SET ASIDE 100% FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONTRACT. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) Part 15 to a responsible and responsive service-disabled veteran-owned small business responding to this solicitation. The bidder must be registered and CVE verified as a Service-Disabled Veteran-Owned Small Business with the Department of Veterans Affairs' VetBiz registry at http://www.vip.vetbiz.gov. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on or about August 23, 2013.. SOLICITATION AMENDMENTS: Any amendments to the solicitation will be uploaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging any and all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. SITE VISIT: There will be a Pre-Bid Conference scheduled for this project is Monday, August 26, 2013 at 1:00 p.m. (Eastern Time) participants will meet at Beaufort, National Cemetery at 1601 Boundary St., Beaufort, SC 29902 All questions must be submitted in writing to garry.harris4@va.gov by close of business date to be determined. The cemetery director and cemetery personnel may not answer any questions.
