Description
Presolicitation Notice (SITE VISIT information included) This is not a request for quotes or proposals. Formal solicitation document shall be issued to www.fbo.gov on or around September 4th with offeror's proposals due by September 18th. This solicitation for providing biomedical waste collection and disposal services to include reusable sharp container program for the [1] VA Gulf Coast Veterans Health Care System, Biloxi, MS, [2] VA Joint Ambulatory Care Center (JACC), Pensacola, FL, [3a] Panama City Community Based Clinic, Panama City, FL, [3b] Mental Health Clinic (Delwood), Panama City, and [4] Eglin OPC, Eglin, FL, will be issued as a Service-Disabled Veteran-Owned Small Businesses (SDVOSB) set-aside. The VA is looking to award one firm-fixed contract to cover all four sites/locations for a base of one year beginning October 1, 2013 with four (4) twelve (12)-month option periods to be exercised at the Government's discretion. The contractor shall furnish all their own labor, equipment, vehicles, containers and materials incidental to the collection and disposal of bio-hazardous medical waste from the schedule and designated pickup points. The contractor shall also provide for a reusable sharps container program which is a new additional requirement (see below for further info), to include initial installation of the new holders and also the possibility of return to original state at the end of the contract. The contractor shall maintain and repair the larger disposal waste containers as needed. The contractor must possess all licenses and permits required to provide the services in accordance with federal, state, and local regulations for all sites/locations. The contractor shall provide the VA with manifests for all biomedical waste removed from the site and a tracking method. Contractor should be prepared to bill by weight, not by container for the medical waste collection and disposal portion and the sharps program will be billed as a separate line item. The initial installation (phase in) will also be billed as a separate line item. The NAICS code 562112, Hazardous Waste Collection, applies and the Size Standard is $35.5 million. The VA has estimated an overall total of sharps container locations at 500 with 150 being for JACC and Eglin locations. A 2-day site visit is being planned for September 6th and 7th beginning at 8 am Building T102 (double doors), Conference Room F109, 400 Veterans Ave, Biloxi, MS for Biloxi only. Request for confirmed attendance is required in case of rescheduling or location change (RSVP by September 4th). Simply responding as an "interested party" in www.fbo.gov doesn't constitute your company as a source. All interested parties are reminded to be registered with SAM formerly Central Contractor Registration (CCR) and also be verified in VetBiz to be eligible for award of Government contracts. Medical Waste Collection and Disposal services for Biloxi is currently being serviced M-F. The JACC, Eglin, Panama City OPC are once a week but no more than twice weekly; and the Panama City MHC Delwood location is once a month.
