Description
This is a Request for Information (RFI) for an interoperability gateway. Funding is not available for any information or proposals submitted. Submitting Information does not bind the Air Force for any future contracts/grants resulting from this RFI. The findings of this market research effort may impact any future solicitations related to this requirement. This market research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. This is a market survey for planning purposes and no award will be made as a result of this sources sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to the RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to this RFI. The Government is looking for the following items: Interoperability Gateway Characteristics: Support interfaces from a P25 digital network to conventional radios, consoles, or desksets Support IMBE encoding for P25 connectivity Support 128-bit and 256-bit AES encryption Support redundant power supplies Support up to 12 interfaced analog devices in a single chassis Be configurable via software controlled operational parameters via IP network interface Allow provisioning of each interfaced channel to be associated with a trunked talk group Support the following conventional analog device interface and controls: o Full duplex 600 ohm 4-wire audio input/output o Voice Activated (VOX) energy-detect keying o E&M Auxiliary inputs/outputs for discrete control o Coded Tone Continuous Squelch Signaling (CTCSS) encode and Decode capability o Tone Remote Control (TRC) Encode and Decode capability o MDC-1200 Signaling Encode and Decode capability Must be compatible with and integrate onto a VIDA LMR network 6 VIP Dispatch Console Characteristics Must support the following functions: Selected and unselected talkgroup monitoring for four (4) talkgroup channels minimum Independent volume and mute controls for each monitored talkgroup Group and selective/individual calling display Caller alias display E mergency status (Must be able to initiate and clear emergencies) Clear and create Patches and Simulselects Instantly replay calls in the Call History display via the built-in call check recorder Must support 256 bit AES encryption and P25 Over-The-Air Rekeying Must support network based rekeying from the Key Management Facility directly through the LMR network Must support the use of headsets as the input/output device Must support cross-muting of other consoles on the LMR network. Must be compatible with and integrate onto a VIDA LMR network without any additional hardware/software Call Director for 9 C3 Maestro Consoles: Must support telephone interface connectivity to Harris PR9D P25IP LMR system via Harris C3 Maestro Consoles software configuration Must be compatible with and integrate onto a VIDA LMR network without any additional hardware/software Training Requirements on the following subjects: Harris PR9D P25IP System Maintenance Harris PR9D P25IP Unified Administration System Harris PR9D P25IP Regional Network Manager Harris PR9D P25IP Over-The-Air Rekeying Harris PR9D P25IP Network Operation & Maintenance Each course will be limited to a maximum class size of 15 students Training location will be in Las Vegas, NV. Nellis Air Force Base will be responsible for any student travel and living expenses. System Maintenance and Optimization Support will include the following: Review and Optimize system configurations for Harris PR9D P25IP LMR system Review and Perform any currently required Preventative Maintenance operations for Harris PR9D P25IP LMR system Analyze system reports for developing anomalies or performance issues for Harris PR9D P25IP LMR system Location: Nellis AFB, NV No telephonic submissions. All product information shall be submitted at no cost or obligation to the government.
