- The U.S. Environmental Protection Agency (EPA), National Vehicle Fuel and Emissions Laboratory (NVFEL), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with National Instruments for the renewal of the maintenance agreements for 28 copies of National Instruments Lab View, and 7 copies of National Instruments Developer Suite The U.S. EPA requires a renewal of the maintenance agreements for Lab View and Developer Suite software. These software packages are critical for data acquisition, data processing, and file handling routines in support of NVFEL vehicle and engine testing systems. Without these maintenance agreements, the software becomes obsolete. The software itself is available on GSA, but the maintenance subscriptions are exclusively available from National Instruments. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing the required software, GT-Suite, may submit appropriate documentation within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
