- NATIVE SEED PURCHASE FOR CARRIZO PLAIN NATIONAL MONUMENT THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items. The Bureau of Land Management (BLM) Bakersfield Field Office has a requirement for at least 600 pounds of nodding needlegrass (Nassella cernua) seed for restoration purposes on the Carrizo Plain National Monument. See attached Statement of Work (SOW) for complete list of requirements. Please provide price per pound and genetic provenance of seed in accordance with the SOW. BLM Bakersfield Field Office is issuing this combined synopsis solicitation under commercial items procedures in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ) and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-67, dated June 21, 2013, and 2005-68, dated June 26, 2013. This RFQ is set-aside for small business concerns. The North American Standard Industrial Classifications System (NAICS) Code is 111998-All Other Miscellaneous Crop Framing; small business size standard is $0.75 million; Product Service Code (PSC) 8730 Seeds & Nursery Stock. Period of Performance Estimated period of performance: October 2013. Dokes voice (916) 978-4322; fax (916) 978-4444 or email. ******************************************************************** STATEMENT OF WORK NATIVE SEED PURCHASE FOR CARRIZO PLAIN NATIONAL MONUMENT The purpose of this proposal is to secure at least 600 lbs. of genetically-appropriate nodding needlegrass (Nassella cernua) seed for ongoing restoration of native habitat at the Carrizo Plain National Monument. Seed shall be tested by a registered seed laboratory and should be at or above 95% pure seed, contain no noxious or other problematical weed species, and have a viability analysis of above 70%. Provenance of seed shall be identified and documentation may be required. Seed may be wild-collected or from cultivated stock. Delivery of seed shall be September or October 2013. Award of contract shall be based on the following: 1.Genetic provenance of the seed. Greater weight shall be given to seed from the Carrizo Plain and near location of proposed restoration plantings (south of the CPNM visitors center). 2.Seed quality (from seed tests). 3.Price END OF COMBINED SYNOPSIS SOLICITATION.
