- This is a Sources Sought/Request for Information (RFI) in accordance with FAR 15.201(e). This is not a solicitation for quotes, neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI and there will be no contract award from this RFI. There will be no reimbursement for any costs associated with providing information in response to this RFI or follow-up information requests. The purpose of this RFI is to gain knowledge of potentially qualified manufacturers and their size classifications for providing Medical Textiles. Medical Textiles include warm-up jackets, lab coats, isolation gowns, bed linens, blankets and surgical towels. The result of this market research will contribute to determining the method of procurement. Based on the information gathered from this RFI, a determination shall be made by the contracting officer, if a solicitation is issued and the most applicable NAICS code. At this time the suggested North American Industry Classification System (NAICS) codes assigned to this procurement are 315210, 315220, 313210 or 812331. The Department of Veteran Affairs, Strategic Acquisition Center (SAC) is issuing this RFI as a means of conducting market research to identify qualified contractors with the capability and the resources to meet the VA Health Administration (VHA) requirement for Medical Textiles to VA facilities within United States, Alaska, Hawaii, Puerto Rico, Philippines, and Guam. DESCRIPTION OF WORK: Provide delivery of warm-up jackets, lab coats, isolation gowns, bed linens, blankets or surgical towels to VA facilities located in the United States, Alaska, Hawaii, Puerto Rico, Philippines, and Guam. Please indicate within the Medical Textile-Capability spreadsheet which locations your company is able to provide delivery. EQUIPMENT IDENTIFICATION/SERVICE: Each vendor must be able to comply with the Minimum Technical Requirement (MTR) for the Medical Textile listed. The VA is interested in finding out if interested vendors can provide one or more of the items listed below. Warm-up Jackets Intended Use: Multipurpose designed for use by hospital personnel in the performance of their assigned duties. See attached Medical Textile Product Description for Warm-up Jackets (Medical TextilePD.pdf) Lab Coats Intended Use: For use by hospital personnel in performance of their assigned duties See attached Medical Textile Product Description for Lab Coats (Medical TextilePD.pdf) Isolation Gowns (Large and X-Large) Intended Use: To be used as personal protection equipment for isolation cases or possible contaminated procedures. See attached Medical Textile Product Description for Isolation Gowns. (Medical TextilePD.pdf) Bed Linens (Sheet, flat, white; Pillowcase, white; Sheet, fitted, white; Sheet, operating room; Pillowcase, operating room) Intended Use: To cover patient in hospital setting. To cover mattress on patient bed. To cover pillow for patient use. To cover mattress/gurney for patient. See attached Medical Textile Product Description for Bed Linens (Medical TextilePD.pdf) Blanket-Reusable Intended Use: To be used by patient in a hospital bed to keep warm. Used to dry and warm patient after bath/shower. See attached Medical Textile Product Description for Blanket-Reusable (Medical TextilePD.pdf) Surgical Towel, Operating Room, X-Ray Detectable-Reusable Intended Use: Towels are used in the operating room by hospital personnel in the performance of their assigned duties. See attached Medical Textile Product Description for Surgical Towels (Medical TextilePD.pdf) PERFORMANCE: Contractors are responsible for delivery of each Medical Textile Requirement. All Medical Textile will include a Standard Commercial Warranty. RESPONSE INFORMATION: Response to this RFI must be submitted to VASACDirectorateC@va.gov. Each RFI response will receive a confirmation email; if a confirmation is not received please call 202-632-9046. If your organization has the potential capability to provide one or more of the Medical Textiles, please provide the following information: 1) Organization name, address, email address, website address, DUNS number, telephone number, business size (i.e. large business, small business, service disabled veteran owned, veteran owned, woman owned, disadvantaged, HUBZone, 8(a) small businesses) for the following NAICS: 315210, 315220, 313210 or 812331 (please provided a suggested NAICS if your company does not have any of the aforementioned NAICS). Please Note: if you indicate you are a small business manufacturer your company must manufacture or subcontract with another small business which manufactures the Medical Textile(s). Please fill-in the attached Medical Textiles-Capability spreadsheet. Within the spreadsheet please indicate which locations your company will be able to provide delivery ; 2) Tailored capability statements addressing the Medical Textile(s) your company is able to provide. The response should clearly describe the company's capability to provide one or more of the Medical Textiles to possible locations across the United States, Alaska, Hawaii, Puerto Rico, Philippines, and Guam; 3) If one or more Medical Textile is available on Federal Supply Schedule (FSS/GSA) please provide the contract number. Please provide the contract number only for those Medical Textiles on schedule; 4) Please indicate in the attached document (Medical Textile- Capability.xls) which Medical Textile(s) your company is able to provide; 5) Estimated price for each Medical Textile. Responses must be received by this office on or before 4:00 PM EST on 28 August 2013. This RFI is not a commercial solicitation. The Government will not pay for any information submitted, or for any costs associated with providing the information.
