- This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures & FAR Part 15, Contracting by Negotiation. The Government anticipates award of a commercial Firm Fixed Price type contract with a base year and one option period. This is a 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 424720 with a small business size standard of 100 employees. Any quotations received from concerns other than small businesses will not be considered for award. If no responsible small business quotes are received, small business set aside shall be dissolved automatically. The solicitation number for this requirement is F13PS00895 and it is being issued as a Request for Quote (RFQ). The solicitation documents and incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2005-69. Solicitation will be available electronically on or about 08/13/2013 at https://www.fedconnect.net/FedConnect/Default.htm or you can click on link below within in FEDBIZOPPS that says Click here to see more information about this opportunity on FedConnect. Once you are at the FEDCONNECT website, you will have the option to either sign in or search public opportunities only. You will do a search for solicitation number F13PS00895 and there you will find solicitation and all attachments. To be eligible for award, Offerors must be registered in the System for Awards Management database via website: http://www.sam.gov. Potential Offerors are responsible for monitoring www.fbo.gov and www.fedconnect.net for the release of the solicitation or any other pertinent information. Paper copies of the solicitation will not be provided. It is essential that you read solicitation in its entirety first before contacting the Contracting Officer with any questions because the answer you may need is probably listed within the solicitation. All questions and concerns may be submitted to the Contracting Officer via email to Nijua_heard@fws.gov. All questions received will be answered and posted to the FEDCONNECT website; therefore do not submit any questions that may contain proprietary information. Responses to the RFQ will be due on 08/19/2013. Quotes shall be sent to Nijua Heard, faxed to 404-679-4057, or emailed Nijua_Heard@fws.gov. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). The IPP website address is: https://www.ipp.gov. The Contractor must use the IPP website to enroll, access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the contracting officer. One (1) Award will be made to the Lowest Priced Technically Acceptable offeror with delivery and past performance being the considerations. This notice does not obligate the government to award a purchase order nor does it obligate the government to pay for any quotes preparation costs. Any questions regarding this solicitation must be submitted by email to Nijua_Heard@fws.gov one (1) day prior to the closing date of the solicitation.
