- Advertisement Expression of Interest Sought The Department of Veterans Affairs (VA) currently occupies 35,655 occupiable square feet of office space and 42parking spaces under lease in Houston, TX, and has a requirement for a short term lease of this same size in the following delineated area: North - Holcombe Blvd West - Fannin South - Old Spanish Trail East - Highway 288 VA seeks to lease approximately 39,000 rentable square feet of office space and 42 on-site parking spaces. The rentable square footage should yield 35,655 occupiable square feet of space. The lease term requirement is for three years with six additional six-month options. The space must be available for occupancy by May 1, 2014. VA seeks a full-service lease (all utility, services, maintenance costs included in rent). VA will consider alternative space if economically advantageous. In making the determination for lease award during the solicitation phase of this procurement the VA will consider, among other things, the costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements, and IT/telecommunications infrastructure. Expressions of interest must be submitted in writing and should include: 1)Building name, address and age 2)Total square footage available (ANSI/BOMA) office rentable and occupiable, and its location within the building 3)Evidence that the governing jurisdiction allows for the operation of an outpatient clinic at the offered location 4)Current state of the facility, such as occupied or vacant and details regarding circumstances 5)Date of space availability to commence tenant improvements 6)Rental rate per ANSI/BOMA office rentable square foot (indicate core factor) (specify services and utilities included) 7)CAD "as built" floor plans identifying the space offered; 8)Parking ratios 9)Access and proximity to property from public transportation and major transportation routes 10)Site aerials, photographs of building exterior and interior and location map 11)Describe any future development affecting the property including neighboring projects and road/public utility line construction. 12)Evidence that property offered is outside the 100 year flood zone 13) Information on building ownership and evidence that offeror currently owns or controls the property. 14)Environmental issues known to exist on the site and any remediation efforts to taken or to-be-taken. Note: VA will pay no more than the appraised fair market rental value for space. Occupiable Square Footage should be determined as follows: Occupiable space is that portion of rentable space that is available for a tenant's personnel, furnishings and equipment. Occupiable space is the method of measurement for the area for which VA will pay a square foot rate. All interested parties should respond to this announcement no later than Friday, August 30, 2013.
