- Radar Stimulator Systems Description(s): This is not a solicitation; the purpose of this Notice is to modernize six ship simulators radar stimulator systems responsible for providing interface between the AN/SPS-73 radar and the existing core ship simulators systems. The marine visual simulators (SCANTS) systems shall interface via serial and parallel digital or analog hardware and signal structures using the current version of the Simutech Electronics radar stimulator system. The radar stimulators system shall interface via CAT6 to the existing VAX/VMS resident proprietary systems. Currently installed radar stimulator systems were installed in 1996 utilizing Microsoft DOS 6.22 and 16-bit ISA bus analog and digital input and output circuit cards. All currently in use hardware is obsolete and replacement components are unavailable. The failure of one component will result in the total loss of use of the simulator. All components currently in use have greatly exceeded the expected Mean Time between Failure (MTBF) as established in MIL-HDBK-217F. The contractor shall remove the existing radar stimulator components for VSIM 1, VSIM2, VSIM3, VSIM4, VSIM5, and VSIM6. Installation of new radar stimulator components IAW the specifications established in propriety simulation equipment. The Coast Guard does not own the data rights and does not anticipate purchasing the data rights for this legacy proprietary software system. It would be difficult to foster competition as the data is proprietary and the Coast Guard does not have adequate technical information to provide potential vendors at this time. The U.S. Coast Guard Academy anticipates the acquisition and establishment of a replacement maritime simulator system within five years. Requirements for this system will be distributed under full and open competition. This acquisition will free the Coast Guard of further restrictions to continue to operate only with the exclusive support of the current software owner. In an effort to continue to increase visibility and stimulate competition for this acquisition representative from the U.S. Coast Guard Academy Ship's Control and Navigation Training System regularly attend simulation trade conferences, conduct site visits of comparable systems and conduct internet research.
