- The Centers for Disease Control and Prevention intends to award a sole source fixed price purchase order to the Vanderbilt University Medical Center (VUMC) at Vanderbilt University in Nashville, TN. The National Personal Protective Technology Laboratory (NPPTL) needs contractor assistance with the development of an ongoing personal protective equipment (PPE) surveillance system in a hospital setting to evaluate and monitor the use and effectiveness for respirators to ensure the health and safety of healthcare workers during times of pandemic disease or bioterrorist threat. The data collected previously at the VUMC provided knowledge of respirator selection, availability, fit testing, usage patterns, outcomes, and confounders of respirator use and effectiveness at VUMC. This award will require VUMC to demonstrate the scalability of data collection methods in a selection of hospitals of varying sizes and locations, and to provide test reporting on sample data provided by these participating institutions. This will require the following: 1) the identification of three additional participating institutions (in addition to the contractor, Vanderbilt), 2) establish a protocol for collecting data at these institutions, and 3) standardize and harmonize all information gathered so that it is meaningful for every stakeholder. Specifically, the following are required: a. Screen potential hospitals for suitability as contributors to the demonstration surveillance system. b. Recruit hospitals willing to participate. i. Formal evaluation of potential hospitals, including site visits to determine the type, quality and quantity of PPE data available. Evaluate occupational surveillance system at that hospital. c. Create a Project Agreement Document that outlines expectations and requirements of member hospitals. i. Prepare for legal review of Project Agreement Documents ii. NIOSH approval of Project Agreement Documents d. Identify protocols for collecting data from different hospital systems, including specific data source contacts from each hospital. e. Demonstrate data collection tool and train participants to use it. f. Adapt data collection tool in REDCap. g. Test the protocol for data entry. h. Secure agreement to provide data for six months. i. Submit draft final report. j. Submit revised final report and all deliverables. This procurement action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Award will be made using the applicable sections of FAR Part 12 Commercial Items and FAR Part FAR 13 Simplified Acquisition Procedures. The NAICS code for this action is 541712 and the small business size standard is 500 employees. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov prior to an award of a federal contract. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
