- This is a synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. PR# 0050255528; NSN 2840-01-529-2391; Firm Fixed Price Definite Quantity Contract; Unrestricted Acquisition; Other Than Full and Open Competition; The only approved manufacturing source is General Electric, Cage 99207, Blade, Compressor, Stage 1, P/N 5128T44P01 ; Critical Application Item; Configuration Control Applies; Quantity of 820 units; Inspection/Acceptance at Destination; FOB at Destination; Requested delivery is 284 days after receipt of order; Electronic Offers are not acceptable; Progress Payments are not offered as the conditions at FAR 32.5 have not been met; Any manufacturer, other than the approved source, wishing to submit a proposal on this item must submit a complete source approval package and a complete solicitation package; A copy of the solicitation will be available via DIBBS at https://www.dibbs.bsm.dla.mil/RFP on the issue date cited in this synopsis. RFP's are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat. This software is available free at http://www.adobe.com. A paper copy of this solicitation will be available to requesters. ABVS/PPIRS applies. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. This is not a Critical Safety Item (CSI) and there are no First Article Test (FAT) requirements. All responsible sources may submit an offer that will be considered. A copy of the solicitation will be available via the DLA-BSM Internet Bid Board System (DIBBS). Sole Source per (FAR 6.302). The Synopsis/Solicitation issue date is August 13, 2013 per FAR 5.201 and FAR 12.204(b)/FAR 12.205(c). The anticipated closing date is August 23, 2013. The provision at 52.2112-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The provision at 52.212-2 regarding Evaluation of Commercial Items is applicable. All offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
