- The Department of Veterans Affairs (VA), VA Health Care System (VAHCS), located in Iowa City, Iowa intends to enter into a contract on the basis of other than full and open competition for the procurement of Special Medical Study Consultation Services. The VA intends to award a sole source, firm fixed price contract to The University of Iowa for research and data collection services upon the basis of the authority provided in 41 U.S.C. 253(c) and implemented by FAR 13.106-1(b)(1) and FAR 6.302-1. Special medical study consultation services will be used to support Special Medical Study Consultation Services to Support Calmodiulin Kinase II Inhibition as Novel Molecular Treatment of Hypertension Research and will include the development, implementation, and reporting under NAICS 611310 in the aggregate value of $32,500.00. This notice of intent is not a request for competitive proposals, a solicitation, request for quotes, or potential offerors; however, any responsible source who believes it is capable of meeting the requirement may identify their interest and capabilities which shall be considered by the agency, only if received by the closing date and time of this notice. No telephone requests will be honored. Any and all responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties shall respond to this requirement by 10:00 AM CST, August 15, 2013, by e-mail to john.becker3@va.gov. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
