- Description
- Pursuant to 13.106-1(b), the Federal Highway Administration intends to negotiate a sole source purchase order with the San Diego Association of Governments (SANDAG). The objective of this project is to develop data processing methods to translate cellular phone data records for use in the San Diego Region travel demand model. SANDAG is the only source that can complete this project, since they developed the Activity-Based Model (ABM) in January of 2013. When the technical staff develops data processing methods to translate the "raw" data into a useable format this model will be better equipped to produce reliable forecasts of demand for two major toll facilities in the region. This enhanced model will be used for transportation modeling in SANDAG's Regional Transportation Plan, Regional Transportation Improvement Program, and corridor studies as well as for transportation modeling requests made to the SANDAG service Bureau by cities, counties, and regional governmental bodies across the region. A Purchase Order, issued under FAR Part 13 is anticipated and the total estimated value is not to exceed $20,000.00 The intent of this notice is not to request competitive proposals, and any information received from interested parties will be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
