Description
Solicitation The Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), Northeast Fisheries Science Center (NEFSC), Cooperative Research Program in Woods Hole, MA is soliciting quotes for Charter Vessel Support to participate in a priority research project relative to Northeast fisheries. The vessel shall be involved in conducting an imaging survey of flatfish populations on Georges Bank. The selected vessel will tow a HABCAM system to optically image approximately 700 km (384 nm) of continuous transects in the designated survey area on Georges Bank over a seven-day period with up to four (4) optional charter days. The purpose of the survey will be to develop a comparative estimate of flatfish abundance and size composition in a relatively small and productive flatfish area using images collected by the HABCAM vehicle. The estimates from these images will be used in conjunction with additional sampling projects to develop a better understanding of the relative catchabilities of the 4-seam net with a rockhopper sweep fished aboard the R/V Bigelow and a 2-seam flatfish net with a cookie sweep fished on a commercial vessel. The results of all of the projects will be used to calibrate a possible future flatfish pilot survey designed to improve sampling density and precision of flatfish biomass estimates on Georges Bank. T he planned period of performance is during the month of October 2013, coinciding with the planned Georges Bank portion of the annual autumn bottom trawl survey on the NOAA ship R/V Bigelow. The North American Industry Classification System (NAICS) code for the acquisition is 541712 Research and Development in the Physical, Engineering, and Life Sciences. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Part 13 and will be evaluated on a best value basis wherein the following factors 1 - 5, listed in descending order of importance, when combined, are significantly more important than price: (1) Description of vessel characteristics and configuration, particulars and general arrangement (preferably with photos of deck configuration, berthing arrangement and wheelhouse electronics); (2) Description of vessel’s capability to perform imaging surveys and any other information important in evaluating the vessel's technical capabilities ; (3) Description of the Master's and crew's work experience qualifications including copies of licenses held and emergency medical qualifications and descriptions of research qualifications and past research performed; (4) Past performance with d escription of vessel’s history in performing imaging surveys and (5) Price. All interested concerns must submit a quotation and documentation by August 23, 2013 at 4:00PM Eastern time. All responses must be in writing. A Request for Quote (RFQ) with the technical specifications, clauses and support documentation is incorporated as an attachment and part of this notice. This announcement constitutes the only solicitation. A firm-fixed-price order may be issued on or before August 30, 2013. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
